The purpose of this Request for Proposal (RFP) by the City of Harrisonburg, Virginia (City) is to solicit sealed proposals from interested engineering firms and/or comprehensive teams (Offeror) to provide on-call consultant engineering services. These services shall be provided on an "as needed" or "on-call" basis. Per Virginia Code 2.2-4303.1, the sum of all projects performed in a one-year contract term shall not exceed $10 million and the fee for any single project shall not exceed $2.5 million. It is understood that the work may not be completed during the contract term; however, all terms and conditions of this contract shall survive until work is completed. Offerors are invited to submit for one (1) or more groups as listed in the Scope of Services in Section 3.0. This solicitation is being issued as a competitive negotiation for professional services, in accordance with Virginia Code 2.2-4302.2 A.4. Pre-proposal Meeting: The video conference will be held through the Microsoft Teams platform with a phone-in option available. Offerors interested in attending the conference must pre-register by completing the information online. At the time of registration, information on access to the conference will be provided. Pre-registration for the pre-proposal meeting must be submitted no later than September 9, 2025 at 5:00pm. The link to the video conference meeting will be sent to all registrants the day before the pre-proposal meeting. Question Deadline 10/01/2025 at 12:00 PM ET Questions related to the RFP or requests for clarification shall be directed to the Procurement Manager for the City of Harrisonburg, by email (Questions@harrisonburgva.gov). Oral questions will not be permitted. All responses to inquiries will be in writing and will be posted as addenda online. The method of Contractor Selection has not been Determined at this time.
