Pursuant to City of Virginia Beach Section 2-224.13 - Sheltered Bidding - Goods and Services, this solicitation has been determined to meet the criteria set forth and will therefore only be open to SWaM certified small businesses. The SWaM certification is through the Commonwealth of Virginia. All bidders are welcome to submit a bid. To meet the requirements of City Code 2-224.13, the following will apply to the bidding and award. Bidders with SWaM certification will be considered for award first. If two or more bids are received from SWaM certified bidders, the City will not consider bids from bidders that are not SWaM certified. If less than two responsible bids are received from SWaM certified bidders, the City will review bids from all bidders for consideration of award. SMALL BUSINESS ENHANCEMENT PROGRAM This solicitation is subject to the requirements of the Small Business Enhancement Program. As a matter of responsiveness, bidders/consultants that intend to subcontract work on the resulting project must commit at least 50% of the value of the subcontracted work to businesses certified as Small, Women-owned, and Minority-owned businesses (SWaM) by the Virginia Department of Small Business and Supplier Diversity; if the bidder/consultant is unable to meet the 50% subcontracting requirement, then the bidder/consultant must provide documentation showing, with specificity, good faith efforts undertaken to meet the 50% SWaM-certified subcontractor participation requirement.
