Site work and new construction of a clubhouse / community center in Texas City, Texas. Completed plans call for the construction of a 5,000-square-foot, one-story above grade clubhouse / community center; and for site work for a clubhouse / community center.
Question Deadline 10/01/2025 at 11:00 AM CT Substitutions will only be considered if received in accordance with the Contract Documents and submitted to the Architect seven (7) days prior to receipt of bids. Project consists of all work associated with the necessary construction of the new MIT MOD Shelter Expansion of 5,000 SF in Texas City, Texas. Selective site demolition will be required for the pad and foundation work associated with the new building. Sitework including clearing and grubbing, fill, final grading, new sidewalks, existing parking modified parking striping, etc. Concrete foundation. Insulating concrete formwork for exterior walls. Steel framing. Plaster work for exterior walls over insulating concrete formwork. TPO roofing. Plumbing systems, HVAC systems and Electrical power and lighting. All work to be per the construction documents provided as complementary reference to the project manual. The Project consists of constructing a 5,000 square foot emergency shelter at the Carver Community Center site. Bids shall be on a lump sum and/or unit price basis, with additive alternate bid items as indicated in the Bid Form. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 A.M. and 5:00 P.M. Bidders will be allowed to modify or withdraw bids prior to the scheduled closing time for receipt of bids. No bid received after the scheduled closing time will be accepted or opened. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least 60 calendar days. The successful Bidder, or Bidders, will be required to furnish a Performance Bond and Payment Bond each in the amount of the contract written by a responsible surety company authorized to do business in the State of Texas and satisfactory to the Owner. The award will be made on the basis of the lowest responsible bid. The Owner reserves the right to waive any informality in the bidding and to reject any or all bids. The project to be constructed will be financed with assistance from the General Land Office (GLO) under U.S. Department of Housing and Urban Development Community Development Block Grant - Mitigation (CDBG-MIT) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy is required for contracts and subcontracts. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids. Completion Time: 330 Calendar Days / Liquidated Damages: $1,000 per Calendar Day Contractors are required to have an active SAM.gov registration to be considered eligible to work on this project. Bidders shall furnish one (1) hard copy of their bid marked "ORIGINAL" and one (1) PDF copy on a USB media source. Bids submitted shall be marked in accordance with Article 15.02 of the Instructions to Bidders. Please submit questions for this Project prior at online.
