Renovation of a water / sewer project in Fountain Valley, California. Completed plans call for the renovation of a water / sewer project.
**As of November 26, 2025 , this project has not yet been awarded. The project is expected to be awarded on February 25, 2026.** The project will replace damaged cables at the Ground Water Recharge (GWR) Metering Vault, Effluent Junction Box (EJB), and remove slurry at the handholes located near GWR. The project will get power from Orange County Water District's (OCWD) electrical room near the GWR Metering Vault to energize OCWD electrical loads. This will require the installation of a shallow duct bank. The project will also replace the power circuits from PB-8 to the RIO "14AFCP002" which is located at the GWR Metering Vault utilizing existing duct bank system. Each Bidder must be licensed in the State of California and qualified to perform the Work described in the IFB Documents. Pursuant to Public Contract Code section 3300, the CONTRACTOR must possess the following classification of Contractor's License: "A" or "C-10". A Bid Security of not less than ten percent (10%) of the Total Amount of Bid will be required with each Bid and no Bid will be considered without it. The Bid Security may be in the form of cash, a cashier's or certified check payable to OC SAN, or a Surety Bond issued by a qualified corporate Surety licensed to do business in California and must be submitted using the form included in the Bid Submittal Forms. In the case of the Bidder submitting Bid Security using the form included in the Bid Submittal Forms, Bidder shall scan the Bid Security and attach it to its Bid. Bidder shall also submit the original Bid Security, which must be received by OC SAN within 48 hours of the date and time the Bids must be submitted. In the case of the Bidder submitting cash, a cashier's or certified check, OC SAN shall receive said form of Bid Security no later than the date and time the Bids must be submitted. Bidder shall submit the Bid Security to Irene Green, Contracts Administrator at Contracts, Purchasing & Materials Management Division of the Orange County Sanitation District at 18480 Bandilier Circle, Fountain Valley, California. Each Bid Security will be held until an award is made. A Performance Bond and a Payment Bond each in the amount of 100% of the Contract value are required concurrently with the execution of the Contract and shall remain in effect through the warranty period. The Performance Bond and the Payment Bond are to be executed in the name of the Surety insurer under penalty of perjury duly acknowledged before an officer authorized to take and certify acknowledgements and either one of the conditions listed in the Instructions to Bidders must be satisfied. Bidders are hereby notified that, pursuant to provisions of the labor code of the state of california, the board of directors of the orange county sanitation district adopted the prevailing rate of per diem wages, as determined by the director of industrial relations, applicable to the work to be done for the locality in which the work is to be performed, in compliance with section 1773 of the labor code of the state of california, and it is on file in the engineering office located at plant no. 1 of the orange county sanitation district. Per california labor code section 1773.2, oc san will have on file copies of the prevailing rate of per diem wages at its principal office and at each job site, which shall be made available to any interested party upon request or can be obtained at online. California Department of Industrial Relations (DIR) Registration and Prevailing Rate of Wages Bidders shall comply with the registration requirements of Labor Code section 1725.5. Pursuant to Labor Code section 1771.4, the Work is subject to compliance monitoring and enforcement by the DIR. The Orange County Sanitation District reserves the right to reject any or all Bids and to waive or not to waive any or all irregularities. Ground Water Recharge (GWR) Meter Vault a. Clear existing electrical manholes E, F, G, as well as the electrical manhole located between MH-C and MH-E, of all slurry and debris material. b. Mandrel and clean existing conduits to be reused from GWR Meter Vault to Power Building 8. c. Demolish existing 480V receptacle adjacent to GWR Meter Vault. 2. EJB a. Mandrel and clean existing conduits to be reused from MCC-SC at 12KV Service Center to MCC-VA at EJB. b. Clear existing electrical vaults of all slurry and debris material. C. Summary of New Construction 1. GWR Meter Vault a. Install new 480V receptacle adjacent to GWR Meter Vault. b. Construct new electrical duct bank from GWR Meter Vault to the Ground Water Replenishment System (GWRS) Screening Facility Electrical Room. c. Install new power circuits from GWRS Screening Facility Electrical Room to GWR Meter Vault. d. Install new circuits for normal and standby power for RIO Panel "14AFCP002" from Power Building 8 to the GWR Meter Vault. 2. EJB a. Install new power cables from MCC-SC at 12KV Service Center to MCC-VA at EJB. The Engineer's Estimate for this Project is $750,000
