This document details the actions required for the replacement of a 160 kVA Uninterruptible Power Supply (UPS) unit and eighty units of 3CX-11 or equivalent batteries, which are critical to the operational reliability of the Detroit People Mover System. The existing UPS has reached the end of its operational life, necessitating immediate replacement to ensure uninterrupted standby power and facilitate a seamless transition to generator support during operational contingencies. This project encompasses the complete supply, installation, demolition, and environmentally responsible disposal of outdated equipment, performed in strict adherence to local and federal regulations. A mandatory site walkthrough and documented verification process will occur prior to the delivery or installation of any new equipment. All assessments, checks, and tests will be thoroughly documented, with results provided to the Detroit Transportation Corporation (DTC) in both written and electronic formats. The following documentation must be submitted in electronic format: a site-specific installation plan, a commissioning plan, a training plan for up to fifteen personnel, and a demolition/disposal plan. These documents must receive approval from the DTC before project commencement. Installation activities will be scheduled during non-operational periods to minimize disruptions. Furthermore, a DPM contractor safety course and a site-specific safety plan must be developed and approved by the DTC safety team before any work or equipment delivery. The DTC and its technical team retain the right to decline any submissions that do not meet the outlined specifications or quality standards. Objectives o Design and Implementation: Develop and implement a state-of-the-art 160 kVA UPS system, complemented by an efficient battery backup solution tailored to operational requirements, ensuring optimal performance and reliability. o Operational Continuity: Guarantee minimal disruption to existing services during the transition process, safeguarding the reliability and efficiency of the Detroit People Mover. o Regulatory Compliance: Adhere rigorously to all regulatory requirements governing installation, disposal, and safety protocols throughout the project lifecycle, ensuring accountability and transparency. Equipment Supply o UPS Specifications: Supply a new 160 kVA UPS unit that meets or exceeds the defined technical specifications outlined in the project requirements. o Battery Specifications: Provide 80 units of 3CX-11 CAT NO. 610107-CW or equivalent batteries capable of supporting the UPS under full load conditions. o Accessory Components: Include necessary components such as battery racks, interconnect cables, bus bars, monitoring equipment, and safety devices. o Updated Single Line Drawing: Deliver a revised single line drawing that accurately reflects the new system configuration and its integration with existing infrastructure. Approval from DTC is required in advance. Demolition and Disposal Existing Equipment Removal: o Carefully dismantle the existing UPS unit and batteries, ensuring all electrical connections are safely disconnected and power is fully isolated prior to removal. o Hazardous Material Handling: o Identify and manage hazardous materials in compliance with local and federal regulations (e.g., lead-acid batteries). Properly label and store hazardous materials until disposal by licensed hazardous waste contractors. Disposal: o Ensure all decommissioned equipment and materials are disposed of in accordance with environmental regulations, providing documentation of disposal methods and certificates of recycling or disposal for all materials. Installation Work shall be performed during non-service hours from 12:30am to 5:30am at MCF building 1250 Park Place, Detroit, MI Site Preparation: o Conduct a thorough site assessment to ensure readiness for the installation of the new UPS and battery systems, verifying that the installation area meets all necessary ventilation, accessibility, and safety standards. Installation of UPS Unit: o Install the new UPS unit according to manufacturer specifications and local codes, ensuring that all electrical connections are made using appropriate materials and methods to guarantee safety and efficiency.
