Bulk cement must be delivered and blown into the City's silo on an as-needed basis over the course of one (1) year. Full specifications are included in these documents. The City's annual usage is typically between 250 and 300 tons per year. S.B. 1173 (effective September 1, 2025) says that Texas cities may make purchases of less than $100,000.00 by obtaining informal quotes in lieu of a formal/sealed bid process. The City's annual spend on portland cement in FY23, FY24, and FY25 was less than $60,000.00 per year. Therefore, this is an informal request for quotes and NOT a formal/sealed bid, and the requirements set forth in Texas Local Government Code, chapter 252 related to the formal/sealed bid process do not apply to this solicitation.
