construction of certain improvements on the NS 4310 Road at Little Pryor Creek Water Line Relocation Project which generally includes the following features: The project generally consists of the relocation of 4- inch diameter water line. The new water lines will include approximately 1,720 linear feet of 4-inch diameter high density polyethylene (HDPE) pipe including related fittings and appurtenances; 254 linear feet of 12-inch casing (HDPE and steel) installed by bore in multiple locations; and 50 linear feet of 12-inch PVC casing installed by open cut in multiple locations. The project will also include the transfer of one (1) long water service that includes 4-inch diameter HDPE casing pipe installed by open cut and bore. Bids filed with the District shall be publicly opened at the time stated above and considered by the Board of Directors in the following regularly scheduled Board meeting. All bids shall remain on file at least forty-eight (48) hours thereafter before a contract shall be made and entered into thereon. All actions of bidders must be in compliance with the provisions of state, local and federal laws, rules and regulations. Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays before the time set for opening of bids, as well as bids received after the time set for opening of bids, will not be considered and will be returned unopened. A cashier's check, a certified check or a surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. Deposits will be returned to the unsuccessful bidders. Bidders, or their authorized representatives, agents, officers or members must sign the Bid Proposal and provide the approved form of security or the bidder's bid shall be disqualified. Bidders agree to commence work within ten (10) calendar days after the date of notice to proceed issued by the District and to complete the same within seventy-five (75) calendar days after commencement thereon. The bidder to whom a contract is awarded will be required to furnish public liability and workmen's compensation insurance; performance, payment and statutory defect bonds in the form provided by the District and in conformity with the requirements of the proposed contract documents. The bonds shall each be one hundred percent (100%) of the contract price. Reimbursement for the construction of this project will be by Rogers County. Partial pay requests for this project will be reviewed for accuracy and completeness by the District and subsequently submitted to Rogers County for their final review, approval and payment. It is understood and agreed that no claim will be made by the successful bidder for related delays in the Contractor receiving payment on claims. The District reserves the right to reject any or all bids.
