The purpose of this contract is to provide for flagpole purchases, installations, and repairs of existing flagpoles for City owned and leased buildings. The Building Services Department (BSD) provides operations, maintenance, and repair support to approximately twenty (20) core City-owned buildings and similar services to approximately 200 other City-owned facilities throughout the City of Austin, many of which have flagpoles for the display of various flags. Questions Due Monday, December 15, 2025; 5:00 pm CT 1.1. Purpose A. The purpose of this contract is to provide for flagpole purchases, installations, and repairs of existing flagpoles for City owned and leased buildings. The Building Services Department (BSD) provides operations, maintenance, and repair support to approximately twenty (20) core City-owned buildings and similar services to approximately 200 other City-owned facilities throughout the City of Austin, many of which have flagpoles for the display of various flags. 1.2. Term of Contract A. This Contract shall remain in effect for an initial term of 24 months, or the City terminates the Contract. This Contract may be extended automatically beyond the initial term for up to three additional 12-month periods at the City's sole option. 1.3. Tasks/Requirements A. Contractor's Responsibilities- The Contractor shall: 1. General Requirements a. Perform services Monday through Friday, from 7:00 a.m. to 5:00 p.m., excluding City holidays. b. Not perform work after hours or on weekends without prior approval by Contract Manager, or designee. c. Communicate schedule changes if job is expected to take longer than 3 business days to complete. d. Respond to service requests within 48 hours to schedule inspection, repair or replacement. e. Invoice for completed jobs within one week after job is completed. f. Provide an English-speaking single point of contact (SPOC) and contact information to the Contract manager or designee. g. Not store equipment on City property at any time. h. Be responsible for all damage to City or private property as a result of Contractor's equipment, employees, or Contractor's subcontractor's actions. 2. Contractor Labor and Personnel Requirements a. Provide employees with identification that displays both the names of the Contractor and the employee. Identification shall be worn on the outer garment at all times while performing services at City locations. A company identifiable t-shirt is considered an acceptable uniform. b. Understand that minors (except for minor(s) lawfully employed by the Contractor) and subcontracted workers are not permitted at service locations. c. Not allow employees to smoke before, during or after performing services under this contract while on City property. d. A qualified working Supervisor shall be present at the service location at all times while services are being performed. The working Supervisor shall perform service requests tasks, have the authority to act on behalf of the Contractor, and be responsible for the conduct and performance of the Contractor's employees. 3. Contractor Safety Requirements- The Contractor shall: a. Comply with all Federal and State of Texas standards, regulations, and laws concerning this type of service, including Environmental Protection Agency standards that apply to both private industry and governmental agencies. This also includes compliance with applicable OSHA safety guidelines and City ordinances and regulations. b. Retain the sole responsibility for initiating, maintaining, and supervising all safety precautions and programs for services performed under this contract. The Contractor shall take all necessary precautions for safety and shall provide the necessary protection to prevent damage, injury, or loss to all persons and property that may be affected by the work. c. Provide the necessary safety equipment for its employees while performing services at a location. d. In emergency situations affecting the safety or protection of persons or property, promptly and reasonably act to prevent damage, injury or loss and to mitigate damage or loss to the performed work without special instruction or authorization from the City. e. Notify the City within 30 minutes of an accident involving injury to any individual on or near the service location by phone or voicemail of the incident after ensuring the safety of the affected individual(s). f. Notify the City by email, within two (2) hours if there is an incident that causes damage to property after ensuring the safety of any individuals. g. Comply with all OSHA reporting requirements for record keeping and reporting of all incidents resulting in death, injury, occupational disease, property damage, or adverse environmental impact. The Contractor shall cooperate with the City and provide any written documentation and information required for record keeping purposes. Documentation shall include, at a minimum, recording the location of the incident and circumstances surrounding the incident through photographs, witness interviews, medical reports, and other documentation that describes the incident. h. Documentation for injuries shall be provided to the Contract Manager within two (2) days of the incident on an Incident Report Form that will include content as mutually agreed to between the Contractor and Contract Manager or designee. i. Documentation for damage to property shall be provided to the Contract Manager within five (5) days of the incident. j. Not place equipment in traffic lanes or in other locations which may create safety hazards. The Contractor's employees shall interrupt their work, if necessary, to allow traffic (vehicle and pedestrian) to pass through the work areas. k. The Contractor shall notify the Contract Manager or designee for assistance in accessing the service location since some service locations may be locked due to Homeland Security requirements or general safety protocols. B. City's Responsibilities - The City will: 1. Provide access to facilities as needed to complete services under this contract. In some locations, escorted access may be provided through the City. 2. Provide a department single point of contact and an onsite point of contact. 3. Review and approve all invoices submitted by the Contractor for payment. 4. Communicate with the Contractor via phone or email for all requests for services. The communication will include details about the specific type of work to be performed and time frame for work to be completed.
