A. identified specifically as Parcel ID 0734000000 requires expansion in order to appropriately serve the three (3) Counties located in District 23. The expansion is to be approximately 6,000 square feet of clinical space, which will include autopsy stations, coolers, sally port, and a secured perimeter. The awarded Consultant shall provide a comprehensive range of services, including site evaluation and analysis, agency coordination and documentation, programming, conceptual planning, complete design, permitting, collaboration with the County's Construction Manager, construction administration, and post construction services. The final scope will be determined through negotiations with the awarded Consultant. B. SITE EVALUATION & ANALYSIS The awarded Consultant shall conduct all due diligence necessary to assess site conditions, which includes, but is not limited to: 1. Phase 1 Environmental Assessments 2. Historical Resource Evaluations 3. Wetland Identification & Mitigation 4. Identification & Mitigation of Protected Trees & Wildlife 5. Site access, easement, and encroachment assessments 6. Surveys of existing infrastructure/improvements, topography, boundary and tree inventory 7. Geotechnical investigations 8. Retention/drainage requirements C. PROGRAMMING Includes initial meetings with key County staff, facility needs research with County staff to determine the setting of expectations, the balance of scope, schedule and budget, while identifying the types of operational spaces required. D. CONCEPTUAL DESIGN The awarded Consultant shall introduce ideas and concepts for Owner feedback regarding the site, building exterior and interior design that meets the needs identified during programming. E. SCHEMATIC DESIGN The awarded Consultant shall integrate programming needs and concept designs into spatial plans that consist of drawings that map out the site, building exterior and interior. F. DESIGN DEVELOPMENT The awarded Consultant shall prepare complete design plans and specifications necessary for permitting and construction. These shall include, but are not limited to, civil, architectural, structural, mechanical, electrical, plumbing, fire protection, life safety, technology, irrigation, landscape, and furniture design disciplines. o Design plans and specifications shall be submitted at the following project milestones: o 30% - Schematic Design o 60% - Design Development o 90% - Construction Documents o 100% - Bid Documents and Specifications Each design phase submittal shall include sufficient time for review and comment by the County and the County's selected Construction Manager at Risk (CMAR). Cost estimates prepared by the CMAR shall accompany each design phase submittal to verify compliance with the approved project budget and schedule. Should redesign be required to correct errors, omissions, oversight, quality assurance issues, or constructability concerns--excluding any changes resulting from additional scope requested by the County--the Consultant shall perform such redesign at no additional cost or time to the County. Neither the plans, nor the specifications shall include any procurement and/or contractual requirements or parameters, which may conflict with the County's IFB Documents and/or Contract Documents. Consultant shall be working in tandem with a selected Construction Manager at Risk (CMAR) firm to determine the construction schedule. G. PERMITTING The awarded Consultant shall obtain all necessary regulatory permits from relevant agencies, including but not limited to: 1. St. Johns County Development Review 2. Florida Department of Environmental Protection (FDEP) 3. Florida Department of Transportation (FDOT) 4. U.S. Army Corps of Engineers 5. St. Johns River Water Management District (SJRWMD) 6. Utility providers and other applicable entities 7. Any other applicable Entities The awarded Consultant shall meet, communicate and respond to permitting agencies, including responding to Requests for Additional Information (RAI) and provide revisions as necessary to satisfy those RAIs. The Consultant shall coordinate applications for any water, sewer and reclaimed water, electrical and all other utility providers that may be needed. A permitting summary shall be provided, detailing all required permits and agencies responsible. I. CONSTRUCTION ADMINISTRATION The awarded Consultant shall attend preconstruction meetings with stakeholders and regulatory agencies, offering guidance on communication protocols, RFIs, and submittals. During construction, the Consultant shall participate in scheduled progress meetings and periodic site visits to review contractor compliance, monitor schedule adherence, review redlined as-builts, and assist with contractor pay applications. The Consultant shall also: 1. Respond to RFIs and review submittals 2. Revise drawings as necessary for clarification 3. Review and make recommendations on proposed change orders 4. Submit regular field observation reports J. POST CONSTRUCTION SERVICES The awarded Consultant shall assist County staff with all project close-out efforts, including but not limited to, walk through inspections at Substantial and Final Completion, draft a punch list of deficiencies and discrepancies at each walk through, review and approval of as-builts for all disciplines, agency permit closeout, and completion and submission of all reports and/or certifications required by the project. The Consultant shall review, comment and approve all closeout documents submitted by the Construction Manager and ensure that all required agency reports, permit close-outs, and certifications are completed and submitted to the County Project Manager. St. Johns County reserves the right to accept or reject any or all bids/proposals, waive minor informalities, or award the bid/proposal which best serves the interests of St. Johns County. The method of Contractor Selection has not been Determined at this time.
