Site work for a civil project in Four Oaks, North Carolina. Completed plans call for site work for a water / sewer project; and bridge / tunnel.

The overall project consists of the construction of various upgrades to existing storm drainage systems, culverts and ditches for a major trunk line system in downtown residential and commercial areas ("Downtown Storm Trunkline Improvements") and a smaller upgrade to an existing culvert on Massengill Street ("Massengill Street Culvert Improvements"). For this particular "CONTRACT 1", the work consists of approximately 1,365 LF of multiple storm pipe system upgrades and replacement for 3 separate trunkline systems along South Baker Street, north of US 301, and along North Baker Street; approximately 420 LF of multiple storm pipe system upgrades and replacement for 2 separate spur lines along Sanders Street and North Baker Street; and approximately 810 LF of ditch and side slope improvements along 3 separate drainage ditches. (Other portions of work identified on the plans and in the Bid Documents have been separated out for a future Contract 2). Construction includes these and all related appurtenances and other site elements as required for complete construction within the Four Oaks planning jurisdiction of Johnston County, NC. Each bid must be accompanied by a certified check or a bid bond by an acceptable surety company of not less than five percent (5%) of the amount of the bid, made payable to the Owner, TOWN OF FOUR OAKS, as a bid guarantee. A Performance and a Payment Bond will be required for the successful bidder in the amount of one hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the work under this contract. North Carolina law requires any contractor bidding on work in the State which costs $30,000.00 or more to show evidence that he is licensed under the "Act to Regulate the Practice of General Contracting." No bid may be withdrawn for a period of sixty (60) days after the scheduled closing time for receiving bids. The Owner reserves the right to reject any and all bids and any part of a bid and to waive formalities and technicalities in the bidding procedure. This project will be partially funded with state funds from the NCDEQ/NCDWR Drinking Water & Wastewater Reserve for At-Risk Projects ("ARP" funding), and therefore is subject to the state laws and regulations associated with that program. No other outside funding sources are associated with the project. Bidder shall make positive efforts to use small and minority-owned businesses and comply with GS 143- 128. Lowest responsible and responsive Bidder shall provide E-Verify Affidavit prior to award of contract. Question Deadline 10/28/2025 The ENGINEER is BRL ENGINEERING & SURVEYING. The ENGINEER's address is 112 East Johnston Street, Smithfield, NC 27577. No interpretation of the meaning of the plans, specifications, or other documents will be made to any BIDDER orally prior to the receipt of bids. Any request for such interpretation shall be in writing addressed to the ENGINEER. To be given consideration, such request must be received at least seven (7) days prior to the scheduled date for opening bids.
