All questions and communications about this RFQ and submission requirements must be directed through the City of Waterbury Online. The City of Waterbury (the "City") is seeking snow removal operators ("Vendors") to provide citywide snow removal and sanding operations (collectively "Snow Removal") during the 2025- 2026City Fiscal Year (July 1, 2025 - June 30, 2026). The City intends to enter into agreements to perform snow removal services citywide with Vendors meeting the qualifications and requirements detailed below. 1. Eligible respondents will be those Vendors that meet the following qualifications: a. Accept City payment in accordance with the Price Schedule set forth in Paragraph 4 "Cost Information" of Section H "Submittal Requirements & Required Format" as set out therein; b. All vehicles must be fully equipped and ready and kept available for use from November 1, 2025 through April 30, 2026 and the City reserves the right to cancel any Vendor or vehicle not compliant with any of the conditions and/or requirements set forth in this RFQ; c. It is expected that a sander will be installed and operable on its vehicle(s) for the application of sand supplied by the City; d. While working or providing services to the City, a City issued magnetic plate must be affixed to each side of vehicle(s) and remain in plain sight at all times that vehicle is in use. The Vendor shall be responsible for payment of the replacement cost of said plate, if it is not returned to the City by April 3, 2026; e. A vehicle odometer shall be in functional operating order at all times without lapse in operation; f. All vehicles shall be equipped at all times with a vendor supplied cell phone; g. All vehicles must be equipped with a 12V power port that will be dedicated to a GPS unit to be supplied by the City at the City's discretion. Vendors will be responsible for the unit while the unit is in vendor's possession. h. All vehicles shall fully comply with all Federal, State of Connecticut and local statutes, regulations and ordinances; i. All vehicles shall be equipped with auxiliary lights, adjusted headlights and flashing amber lights in accordance with the Connecticut Dept. of Transportation, Bureau of Engineering and Highway Operations requirements and in conformity with the Connecticut General Statutes; j. Upon notice by the City, all vehicles shall be on location at a City designated site and ready to provide services within SIXTY (60) minutes of City notification by telephone at the Vendor's primary telephone number, regardless of whether the notice is provided to a live person or to a recording device; k. Subcontracting of services by the Vendor to a third party shall be prohibited. The agreement period for any contract or purchase order resulting from this RFQ is anticipated to be November 1, 2025 thru April 30, 2026.
