Question Deadline 10/06/2025- Bidder shall at once notify the City in writing using the Questions on Bid Documents ("QBD") form Section No. 00 21 14. Delivery shall be via facsimile at: (415) 553-4896 or email to Qbd@sfwater.org. The City may not answer questions received less than 10 days prior to the date for opening Bids. The objective of the project is to remove the existing butterfly valve at the Sansome Street Outfall and install new bending weirs. The project also includes the construction of new concrete wall in the outfall, construction of new ductbank and the installation of electrical and monitoring equipment. The work is to be performed in San Francisco, California. The Local Business Enterprise (LBE) subcontracting requirement is 14.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs. LBE sub participation requirement is below 20% due to the specialized nature of the contract work, including concrete repairs and concrete wall rehabilitation which are all done in a confined space and a marine environment. Only specific qualified contractors will be able to perform the work. Also, the installation of the bending weir has never been performed by the City. PUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the abo vestated subcontracting requirement(s) by at least 35%.
