Sealed proposals are requested by the San Antonio Water System for the procurement and installation of backup power generation equipment and related site and electrical improvements at three (3) production facility sites for the Emergency Preparedness Plan Implementation Diesel Generator Project Phase 1 Due to the confidential nature of this work, in order to be eligible to receive a copy of the Plans and Specifications that accompany this Request for Competitive Sealed Proposal (RFCSP), potential Respondents serving as the general contractor must submit a prequalification form Exhibit A (Respondent Prequalification form) and an executed nondisclosure agreement in the form attached hereto as Exhibit C ("Firm NDA"). Additionally, all electrical subcontractors must also submit a separate prequalification form Exhibit B and executed Firm NDA (Exhibit C) in order to directly be eligible to receive the Plans and Specifications. SAWS will evaluate and respond within two (2) business days regarding the acceptability of the prequalification form(s). Prequalification forms must be submitted no later than 4:00 PM (CDT), on September 26, 2025. The Respondents will be responsible to distribute the Plans and Specifications to their respective teams. Prequalified Respondents and all subcontractors will be responsible for maintaining the confidentiality of this project per the terms of the Firm NDA. Prior to distributing any portion of the Plans and Specifications, a fully completed Firm NDA must be obtained from all tiers of subcontractors and suppliers and provided to SAWS. SAWS will maintain a public list of those subcontractors and suppliers with Firm NDAs that will be posted to view on the SAWS website. It is recommended Respondents and all subcontractors facilitate receipt of as many of these Firm NDAs as possible in advance of SAWS distribution of the Plans and Specifications. Each individual on a Respondent's team (whether or not an employee of Respondent) who will attend the pre-submittal meeting and/or site visit must submit an "Individual NDA" (Exhibit D). Be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents. Respondent's email requesting access to the FTP site shall provide the legal name of the Respondent's company and the intended recipient's email address and phone number. No requests for FTP site access will be accepted after 2:00 PM (CDT) on October 20, 2025. Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond). Key Scope of Work is as outlined herein: o Procurement, install, test and commissioning backup power systems including installation of diesel o generators, switchgear, and master control system. o Construction of building and equipment foundations and pads. o Electrical ductbanks, circuitry, interconnections, terminations, and other miscellaneous improvements. o Facilitation and coordination of complex expedited and limited duration site shutdowns to tie-in and transition electrical service. o Electric utility coordination. o Furnish and construct buildingsincluding all architectural and mechanical accessories. o Civil work including earthwork, paving, grading, fencing and gates, and other associated site work. o Furnish and install new security system, security access panel and security cameras. o Demolition of existing outdoor switchgear. o Relocation of existing radio tower. o Relocation of fire hydrant and sanitary manhole. SBOP goal - 15% Furnish and install backup generation system at three production facility sites o Contractor procurement of Tier IV diesel fueled engine-generators and associated MV switchgear(s) o Generator manufacturer shall supply the switchgear o Switchgear located inside a temperature-controlled CMU building o Intercept incoming CPS utility feeds between transformer and existing power distribution system at each site o Perform Electrical, Instrumentation and Control and SCADA, site security, Mechanical, HVAC, Civil sites and all other associated works
