Reference Number 0000398574 The City of Pontiac, in coordination with NTH Consultants, Ltd., is undertaking a project to remove underground storage tanks (USTs) and associated fueling system components at two municipal sites: the Oakland County Police Department and the Waterford Township Fire Department Station #7. Both facilities currently contain aging underground fuel storage infrastructure that is no longer required for operations and must be decommissioned in compliance with state and federal environmental regulations. The scope of work includes the decommissioning, removal, and disposal of the USTs, fuel dispensers, venting systems, piping, ballast pads, and electrical components. The project also requires site restoration, including excavation backfilling, compaction, and pavement replacement to match existing grades and drainage conditions. Contractors will be required to coordinate closely with City staff and facility representatives to ensure continued access and safe operation of emergency service facilities during construction. The City has identified bid alternates for certain work items, including expanded pavement removal and replacement, protective bollard installation, and reconnection of an aboveground storage tank (AST). These alternates will allow flexibility in project delivery and provide the City with cost options. Pavement and Site Restoration - Sawcut and remove pavement around USTs and islands. o Replace concrete or asphalt pavement to match existing grades and slopes. o Restore disturbed soils with topsoil and seed, unless otherwise directed. o Clean storm structures and site areas upon completion. Environmental and Utility Protection o Contact MISS DIG prior to excavation; verify all utility locations. o Provide temporary shoring, bracing, and dewatering if required. o Maintain safe access for emergency vehicles and facility operations. Alternates Bidders shall provide pricing for the following alternates: A. Additional pavement removal and replacement at designated areas. B. Hard-wired electrical connection for relocated AST (conduit and junction box). C. Installation of protective bollards around AST (per detail). D. Alternative pavement restoration with 21AA aggregate instead of asphalt. WATERFORD TOWNSHIP FIRE DEPARTMENT STATION #7 - Base Bid Demolition and disposal of existing underground storage tank and sump, fuel island, dispenser and sump, fuel and vent lines, pavement and fill, bollards, e-stop and alarm, tank level system, and all other components associated with UST fueling system. Existing aboveground tank relocaiton and restoration. Unit Rates, if authorized - Removal and disposal of non-hazardous contaminated soil, per ton measured at landfill. Alternates- 1 Replace Pavement Around Catch Basins 2 Directly connect existing AST to line power 3 Provide bollards around existing AST OAKLAND COUNTY POLICE DEPARTMENT - Demolition and disposal of existing underground storage tank and sump, fuel island, dispenser and sump, fuel and vent lines, pavement and fill, bollards, point of sale terminal, e-stop and alarm, tank level system, and allother components associated with UST fueling system. Unit Rates, if authorized - Removal and disposal of non-hazardous contaminated soil, per ton measured at landfill. Alternates - 1 Remove and Replace Additional Asphalt as Indicated 2 Restore disturbed areas with 21AA aggregate gravel instead of asphalt
