The City will not be responsible for late or lost quotes or accept quotes that fail to be delivered to the specified physical or email address by the specified date and time. The City of Crescent City (City or Permittee) is the owner and operator of the Crescent City Wastewater Treatment Facility, a publicly owned treatment works (POTW) located at 210 Battery Street, Crescent City, CA 95531 in Del Norte County. The City requested Stover Engineering to develop an evaluation and inspection work plan for the outfall associated with the POTW to comply with the provisions of the federal Clean Water Act (CWA) and regulations and guidelines adopted thereunder, specifically the requirements of the Monitoring and Reporting Program included as part of Order No. R1-2023-0039 adopted by the North Coast Regional Water Quality Control Board (Regional Water Board) on December 12, 2023. SCOPE OF WORK 1. Project Management: Consultant will manage and lead the City of Crescent City Wastewater Treatment Plant Outfall Inspection project, including the development of timelines, establishing deadlines, and providing updates. The Consultant will propose a detailed schedule with all milestones outlined and a completion date of April 1 st , 2026. Due to the regulatory work plan, the project must be completed and accepted by the City prior to this deadline. 2. Conduct comprehensive evaluation/inspection of all eight outfall components: Inspect each component externally where exposed for general condition, damage and corrosion. Blind flanges are to be unbolted and opened so that they can be visually inspected from the inside. Locations which cannot be physically inspected due to wave wash (creating unsafe conditions for divers) may be covered by general observations from above during low tide and minimum swell to document any visible damage. Both outfall lines will be inspected internally by means of a remotely operated camera. The short section of 20-inch line from the pressure vessel to the slot will also be able to be evaluated internally when the pressure vessel is opened. The video inspection should reveal any excessive corrosion, cracks, other structural damage, and accumulations of sediment or debris. Video inspection should report any solids settling and need for maintenance. 3. Draft, edit, revise, and finalize report: The report will include an introductory narrative describing how the various inspections were carried out and any deviations from the Work Plan or difficulties that were encountered during the inspection. New photos of exposed portions of the outfall with descriptions of current conditions will be included. The report will also provide images taken from the video inspection of the lines respectively along with description of current pipe conditions and recommendations for additional inspections, frequency of inspections, suggested maintenance, and recommendations for any needed repairs. The report will also compare previous pipeline inspection photos and recorded videos of the outfall lines to new footage in order to identify any visual changes in the lines. Reporting on the condition of the stormwater pumps will be based on examining the operation and maintenance records maintained by the City. Any deficiency or deviations from manufacturer's recommendations will also be included in the final report.
