Tarrant Regional Water District (TRWD) is pleased to issue the following Request for Proposals for Public Realm Activation Services for Fort Worth's Panther Island. We invite your firm to submit a proposal that addresses project understanding, team qualifications, approach, timeline, and fee. TRWD owns approximately 30 developable acres on Panther Island's North Island that will be developed over time in partnership with qualified development teams. In anticipation of future development, TRWD has identified areas for initial public realm activation, including a central park and canal. The team selected from this RFP process will lead and coordinate the planning, design, and implementation of public realm interventions. Coordination with TRWD staff and other consultants working on Panther Island will be important. All communications relating to this proposal are required to go through the process addressed in Section 2.3 - Interpretation of the Proposal Documents. Any and all other communications between an Offeror and District staff concerning any part of this proposal are strictly prohibited. Failure to comply with this requirement may result in the District disqualifying the Offeror's submittal. Located immediately north of Downtown Fort Worth, Panther Island encompasses 300+ acres of redevelopment opportunity in a rapidly growing urban core. Surrounded by several of the city's most popular districts, including the Stockyards, the North side, and the Cultural District, Panther Island is centrally located in a city experiencing unprecedented population growth. Fort Worth surpassed one million residents in 2024, replacing Austin as the 11th largest city in the United States. As one of the last large-scale, centrally located development opportunities in the region, Panther Island is set to become a vibrant, mixed-use, waterfront district anchored by an extensive network of canals, trails, and public open space. It is currently a patchwork of vacant and underutilized properties. Land ownership and Phase I of infrastructure and development is depicted in the red box below. The District reserves the right to reject the proposal of any Offeror which does not meet the above criteria and/or the other terms and conditions expressed herein to the District's satisfaction. The method of Contractor Selection has not been Determined at this time.
