The City of Salisbury, North Carolina (City), is soliciting qualifications from experienced and qualified consulting firms to conduct a Downtown Parking Study focused on the area surrounding City Hall, the historic Empire Hotel redevelopment site, and the planned future City office and events center, 130 South Main Street. This project will provide a comprehensive analysis of parking supply, demand, access, and multimodal connectivity to ensure the downtown core can support anticipated growth in commercial, residential, hospitality, and event activities. The selected consultant will work closely with City staff, stakeholders, and the public to develop strategies that address both current conditions and long-term needs, while considering the City's broader economic development and downtown revitalization goals. Project Summary A. Community Description a. The City of Salisbury, North Carolina is in the heart of the Piedmont region of North Carolina and serves as the county seat of Rowan County. Its location along the I-85 corridor provides easy access to a sizeable population base and its benefits from its proximity to Charlotte, Greensboro, and Winston-Salem. The City has experienced significant growth, with the population rising 35% between 2000 and 2021, from 26,462 to 35,760, according to the U.S. Census Bureau. Salisbury is rich in character and history, providing a variety of experiences for all cultures and ages. The cultural atmosphere of the Salisbury area is vibrant, providing many offerings available to larger cities while maintaining the small-town charm it prides itself on. The City also boasts a number of recreational activities that bring thousands of residents together, fostering rich sense of community. Special events offered throughout the year include many downtown events, namely Cheerwine Festival, which brings over 60,000 visitors to downtown. One of the most significant downtown green spaces is Bell Tower Green, where community members gather to celebrate, connect and engage on the three acres of park. B. Previous Study and Implementation a. A previous parking study was completed in September 2019. This study focused on the entire Municipal Service District, not a specific area of downtown. October 1, 2025 Submission of Written Questions. Companies are permitted to submit written questions to clarify this RFQ by 4:00 pm, via email to the Economic and Downtown Development Department. October 8, 2025 Response to clarification questions provided to all parties by City. A multi-departmental team of City employees will be responsible for screening responses and will make the final recommendation regarding selection of a consultant. The project and budget will be managed by the City of Salisbury Economic and Downtown Development Department. An award is anticipated in November 2025. The method of Contractor Selection has not been Determined at this time.
