The SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION (SCDOT) requests all consulting firms familiar with performing Construction Engineering & Inspection (CE&I) Services on SCDOT construction contracts. Services are requested for the I-95 Bridge Replacement over Lake Marion Design-Build Project. The SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION (SCDOT) requests a letter of interest and a current resume of qualifications from all interested consulting firms familiar with performing Construction Engineering and Inspection (CE&I) Services on State Department of Transportation highway construction contracts. The services are requested for the I-95 Bridge Replacement over Lake Marion Design-Build Project in Clarendon and Orangeburg Counties; SCDOT District 7. The project will be administered by SCDOT District 7. Project locations and descriptions are provided in the scope of work. These services may include, but may not be limited to, construction project management, construction engineering and inspection, sampling and testing, construction surveying for layout and verification, environmental compliance, and other services to ensure the project progresses in accordance with the proposed schedule and SCDOT's standards, specifications, and contract provisions. The SCDOT will select one Project Team to provide these services. Consultants will be evaluated and ranked based on their score during the selection process. Consulting firms that are the designer of record for this construction project will not be allowed to participate in this CE&I project as the lead or as a subconsultant. Firms that provided preliminary engineering services or minor tasks not requiring an engineer's seal are not disqualified. SCOPE OF SERVICE: CE&I Services for I-95 Bridge Replacement over Lake Marion Design-Build Project in Clarendon and Orangeburg Counties, SCDOT District 7 Consulting Engineering and Inspection (CE&I) Services are needed to provide SCDOT with oversight of all project management, contract management and construction activities to verify Contractor compliance with contract provisions, plans and specifications. The selected CE&I Firm will verify that the specified materials are being incorporated into the project, that quality workmanship is utilized on the project, that work is progressing in accordance with the proposed schedule, that all environmental commitments are being met, etc. The selected CE&I firm will manage this project under limited supervision of the SCDOT District Seven Construction Engineer (DCE) or his designee. Other tasks may be added as deemed necessary by SCDOT. This project consists of replacing the existing northbound and southbound I-95 bridges over Lake Marion in Clarendon and Orangeburg Counties. This includes replacement of two sets of twin bridges: 4500-foot long "Main" bridges and 360-foot long "Relief" bridges to accommodate future travel lanes in each direction. A two-way shared-use pedestrian and bicycle path will also be incorporated into the project to maintain connectivity across the lake. The project also includes the removal of the existing I-95 bridges as well as the removal of the old US-301 Bridge and adjacent spans.
