The construction work will be carried out on Crown land in the Sept-Rivières and Manicouagan regional county municipalities in the North Shore region. The work must be carried out after the moose hunting season, which ends on 19 October 2025, and must be completed by 1 December 2025 at the latest. The tender must be submitted by a contractor who has a permanent place of business in Quebec, clearly identified by name and accessible during normal business hours.
