The City of Casa Grande requests Statements of Qualifications (SOQs) for preconstruction services and complete construction services as the CMAR for the City's planned Water Reclamation Facility (WRF) Phase 4B Upgrades project. The City of Casa Grande reserves the right to waive any informalities or irregularities in this Statement of Qualifications solicitation or to reject any or all responses; to be the sole judge of the suitability of the services and materials offered, and to award a contract for the furnishing of the services it deems to be in the best interest of the City. Water Reclamation Facility (WRF) Phase 4B Upgrades Based on the City's master planning model, the flows into the plant would only reach about 60 percent of the expanded plant capacity by late 2027, the proposed date that the supporting improvements would be brought online. Therefore, ensuring that the supplemental improvements are complete by late 2027 minimizes the time and risks of operations under the initial expansion. The City approved this approach, and in early 2022 the initial capacity improvements project, now referred to as Phase 4A, was initiated. The intent of Phase 4A was to modify the plant with minimal improvements to enable the design, permitting, and construction of the treatment capacity expansion by the third quarter of 2025. The Phase 4A upgrade was centered around the implementation of the new EQ basin and the retrofit of the biological treatment process. However, other improvements, such as the expansion of the influent pumping capacity to accommodate the higher flows, were also necessary to support the treatment capacity expansion. The following is a summary of the improvements and permitting included in the Phase 4A capacity expansion project: Upgraded plant headworks o Junction box, influent pump station expansion, septage receiving New influent EQ pump station Converted EQ with new aeration system Retrofitted biological treatment system Additional tertiary filtration Upgraded solids handling building odor control New sludge dewatering beds Upgraded effluent pump station Permitting o APP permit update for 18-mgd treatment capacity o AZPDES permit update for increased effluent discharge The Phase 4B improvements are intended to upgrade the facility in support of the Phase 4A capacity expansion to ensure greater ease of operations, reliability, and safety at the plant, as well as to lower operations costs including power, maintenance, and chemical usage. The improvements are based on the following objectives: Refurbish facilities and equipment that are in disrepair or at the end of useful life. Provide additional processes for redundancy. Convert the influent EQ basin to emergency storage. Increase the hydraulic capacity of all unit processes downstream of the EQ basin. Replace sodium hypochlorite disinfection system with ultraviolet (UV) system. Add a new administration building for expanded staff needs. Expand the existing lab to enable more in-house testing. Optimize and consolidate existing electrical power and controls systems. Provide miscellaneous improvements including access lanes, parts storage, and storm drainage. Demolish, remove, and salvage abandoned structures, piping, and equipment. Develop accurate surveys and record drawings for the entire site.
