The Port Arthur Independent School District ("PAISD" or "the District") is requesting statements of qualifications from qualified firms to provide Construction Manager-Agent/Project Management Services ("CMA") for PAISD in connection with certain PAISD facilities projects, including, without limitation, PAISD's 2025 $300 million Bond Program Projects, consisting of a new middle school, career and technical education addition, newcomers addition, HVAC upgrades, and a new stadium complex (collectively, "2025 Bond Program Projects"), and other future, yet-to-be-determined projects. Scope of work: paisd is seeking statements of qualifications from cma/program manager firms. Paisd is considering design and construction of certain paisd facilities projects, including, without limitation, paisd's 2025 $300 million bond program projects, consisting of a new middle school, career and technical education addition, newcomers addition, hvac upgrades, and a new stadium complex (collectively, "2025 bond program projects"), and other future, yet-to-be-determined projects. Other, separate, projects may be planned and implemented during the contract duration of this rfq and extensions thereof, although probably not of the magnitude of the 2025 bond program projects. The selected individual(s) or firm(s) will coordinate with the project architects, engineers, contractors and other consultants. Paisd will hold all construction contracts and is seeking a relationship with the cma/project management firm as defined by texas government code section 2269.201. The services included in the project management contract may include overall project management services, oversight of solicitation of requests for proposals from prime contractors, development of scopes of work, construction standards, scheduling and estimating, bidding and negotiations, design review (with regard to costs, schedule and constructability), quality assurance, construction management, on-site inspection, review of contractor pay applications, and construction close-out. The program manager may not self-perform any work in the 2025 bond program projects or serve as a subcontractor on any project and will serve paisd in a fiduciary capacity, as provided by texas law. Paisd's preference is for a single program management firm and not a joint venture or other prime/subconsultant relationship. PAISD reserves the right to accept or reject any Submission or any part thereof or any combination of Submissions and to waive any or all formalities. All responses in the Submission may be used by the PAISD in the selection process. The PAISD reserves the right to verify the accuracy and completeness of all responses by utilizing any information available to the PAISD without regard to whether such information appears in the Submission.
