Renovation of a municipal facility in Buffalo, New York. Design plans call for the renovation of a municipal facility.
The Erie County Department of Public Works - Division of Buildings and Grounds (herein also referred to as "The County") is seeking Qualification Statements for an Architectural & Engineering consultant to provide professional services related to the project described above. In general, the work will include, but is not limited to, Modification and phased renovation of the 4th Floor of the county office building. The 4th floor encompasses approximately 40,000 square feet net. Programming shall include space allocation assessment to account for each department's size and needs. Phasing for renovation will be determined according to the space allocation. Renovation of the entire floor is expected to be a minimum of 3 phases. Design shall include space allocation assessment and adjusted to accommodate current and projected staffing levels. Departments affected include accounting and client records, public assistance, day-care, and County mail room. Renovations will include hazardous materials (floor tile and exposed ACM fireproofing), light evaluation, wall systems and partitions, painting metal ceiling panels, ADA bathrooms, break rooms, public waiting rooms, location of office equipment, training space, storage space and records filing, FFE including window blinds, lactation/relaxation room, flooring (take into consideration hazardous materials, floor tile), toilet rooms (ADA), break rooms, public waiting rooms, training space, files and storage, security items, building egress code compliance review including exit signage, travel distance, etc. in accordance with the 2020 IFC and associated NY Supplement, and life safety components including public address system, fire alarm, access control panels and other items. The above is not a complete list of all design considerations but reflective of the size of the scope of the work and the multi-faceted nature of the work. An allowance for hazardous materials survey, design, testing, and project air monitoring shall be included. The project will be subject to Wicks Law provision, as the construction value will exceed $500,000. Construction trades shall be bid on as separate prime contracts. All applicable building codes at the time of construction apply to this project. Review with the Owner the scope of the project as necessary. Provide full project assessment to determine exact scope of work. The Consultant is to collect and review all relative existing building information provided by the Owner and field verify by inspection to confirm existing conditions. Record existing conditions as necessary to create drawings and specifications as required for the project. a. The County will provide applicable existing building documentation for the Consultant's use. This includes original building plans specific to disciplines relevant to the scope of work. Documents consisting of construction and/or as-built drawings will be provided in various electronic formats including tiff, pdf and/ or AutoCAD format. Attend design kick-off and design progress meetings as necessary to discuss scope of work and progress drawings. Consultant is also expected to prepare meeting agenda and minutes for each meeting. Consultant is to start site investigations related to preliminary design including but not limited to; survey, subsurface investigations, environmental tasks, etc. which may be required by consultant, and any other tasks required by subconsultants.. Deliverables: o Design Report (if applicable) o Preliminary Plans and Detail sheets o Preliminary Cost Estimate o Prepare design sketches, memoranda and graphic representations to represent design concepts to the Owner o Electronic and hard copies will be required of each of these items. A contract prepared by the County of Erie for the services requested in the RFP/ RFQ will be negotiated with the selected firm. The selected firm will be expected to enter into a contract with the County of Erie upon successful conclusion of negotiations. The County shall have the right, upon reasonable notice and at reasonable times, to inspect the books and records of the Company, its offices and facilities, for the purpose of verifying information supplied in the Erie County Equal Pay Certification and for any other purpose reasonably related to confirming the Company's compliance with Erie County Executive Order No. 13 (2014).
