The City of Austin (“City”) is seeking qualified Contractor(s) to provide environmental assessments, studies, sampling, testing, analyses, designs, regulatory review, consultation, and/or remediation oversight for projects to address environmental concerns. This service will be provided for City facilities, City-interested properties, and grant-eligible Austin Brownfields Revitalization Office (“ABRO”) projects, on an as-needed basis. This scope of work (“SOW”) establishes the minimum requirements for these services. The contract will be utilized by the City’s Austin Resource Recovery Department (“ARR”). The City reserves the right to allow other City departments to utilize the ensuing contract. It is the intent of this solicitation to acquire the services described herein. All items and/or services omitted from this document that are necessary to meet the objectives of the services described will be considered requirements, although not directly specified or called for herein. This Contract shall become effective on the date executed by the City (“Effective Date”) and shall remain in effect for an initial term of thirty-six (36) months, or the City terminates the Contract. This Contract may be extended beyond the initial term for up to two (2) additional twelve (12) month periods at the City’s sole option. If the City exercises any extension option, all terms, conditions, and provisions of the Contract shall remain in effect for that extension period, subject only to any economic price adjustment otherwise allowed under the Contract. PROJECT SCOPE OF WORK Summary of Potential Assignments may include, but not limited to: Brownfields Program Activities A. Perform EPA All Appropriate Inquiry compliant Phase I Environmental Site Assessment (“ESA”) services that name both the City and third-party applicants as users; B. Perform Phase II ESAs; C. Complete Field Sampling Plans(“FSPs”); D. Complete Quality Assurance Project Plans (“QAPPs”); E. Develop Cleanup Plans; F. Identify Brownfields cleanup alternatives; G. Evaluate the effectiveness of cleanup alternatives; H. Provide a cost estimate for each alternative; I. Inspect and survey asbestos, lead-based paint, and mold; J. Assist with oversight for cleanup projects receiving EPA Brownfields grant assistance; and K. Provide guidance with Brownfields program rules and operations. Enviromental Services A. Enviromental assessments; B. Air quality monitoring and assessments (indoor and outdoor); C. Biological assessments; D. Sustainability studies; E. Noise surveys; F. Soil monitoring: characterization, analysis and geotechnical; G. Sampling: confirmation, contaminant identification, delineation, fate and transport modeling; H. Surface and groundwater monitoring and gauging; I. Monitoring well installation and well surveying; J. Analytical laboratory analysis and results; K. Hazardous and non-hazardous waste analysis; L. Inspect and survey mold, asbestos, and lead-based paint; M. Contain, characterize, transport, and dispose of investigation-derived wastes; N. Landfill gas and leachate monitoring; O. Petroleum Storage tank assessments; P. Health and safety assessments or plans; Q. Studies related to Affordable Housing funded by Department of Housing and Urban Affairs and/or Texas Department of Housing and Community Affairs; R. Cultural and Natural Resource Investigations following the National Environmental Policy Act; and S. EPA All Appropriate Inquiries Rule Final Rule (40 CFR 312) and follow the appropriate ASTM International standard such as E1527-21, E1528-22, E1903-19, E-2600-22. Other Services A. Technical assistance with federal program requirements (e.g., regulatory guidance, data support, site-specific solutions, program evaluation, grant needs and knowledge transfer); B. Provide marketing and outreach assistance and community engagement; C. Assist with writing EPA grants; and D. Obtain environmental permits.
