The City of Council Bluffs is seeking proposals from experienced and knowledgeable multi-disciplinary firms to assist with creating a new and integrated City of Council Bluffs Comprehensive Plan and Downtown Master Plan. The combined plan will define the community's visions, goals, and strategies for land use/zoning, economic development, transportation, and infrastructure decisions, as well as, future public and private investments within the City's downtown, incorporated limits, and two-mile extraterritorial jurisdiction. A robust, creative, and inclusive community engagement process is essential to the planning and successful adoption of the integrated plans. 2050 Comprehensive Plan - The final scope of work for the new Council Bluffs Comprehensive Plan will be negotiated with the selected consultant. The anticipated scope of work can be found on pages 2 - 3 of the attached RFP. 2050 Downtown Master Plan - The final scope of work for the new Downtown Master Plan will be negotiated with the selected consultant. The anticipated scope of work can be found on pages 4 - 8 of the attached RFP. Any questions received via email, phone, in person, or after that deadline will not be addressed by any City personnel. Answers to questions received prior to the deadline will be posted on online. Proposals received after the deadline will not be accepted. The City will not be responsible for any errors or omissions in the proposals or any delivery delays.
