The work to be performed will consist of a variety of tasks, on an on-call basis, related to traffic safety and roadway improvements, transportation planning and modeling, congestion management and intelligent transportation systems. In accordance with n.J.A.C. 19:9-2.8(b), this order for professional services ("ops") is considered a simple procurement. This solicitation is for professional services required to provide an on-call traffic engineering consultant who will be required to provide a variety of task-oriented work assignments of various lengths and scopes during the term of the order for professional services (ops), subject to the availability of funding. The ops will be awarded in the amount of $4,000,000.00 for an initial two (2) year term with an option for two (2) - one-year extensions as authorized by, and in the sole discretion of the authority. The firm must possess overall experience in traffic engineering, transportation planning, civil engineering, and transportation systems management. The firm must also have a working knowledge of toll road engineering and toll road operations. The authority will utilize a secure file sharing site ("kite works") to share with and receive information from the qualified firms. Access to kiteworks will be provided to the qualified firms via e-mail. The services pertaining to each of the individual task assignments will often need to be performed on short notice and completed within a short time frame. The consultant must be willing to devote the necessary resources to satisfy the authority's needs relative to all such requirements. The authority is seeking participation of small business enterprises ("sbes") as subconsultants to the successful qualified firm ("firm") that is awarded a contract under this rfeoi. The sbe project goal is 25%. The authority has also adopted a disabled veteran owned business ("dvob") enterprise program (the "dvob program") pursuant to which the firm must make a good faith effort to award at least three (3) percent of the assignment to dvobs, all as more fully described in this rfeoi.
