nitiating Organization: Engineering District 3-0 Agreement Type: Project Specific 100% State Funded: No Services Requested: Design and Misc Services Agreements: Bradford County Athens Township T-109 and T-876 over Satterlee Creek Bridge Replacements The Department will establish an order of ranking of a minimum of (3 ) firms for the purpose of negotiating an agreement based on the Department's evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking. The engineering work and services that may be required under this contract include, but are not limited to: plot cross sections, conduct highway design, prepare submission for utility verification and relocations engineering, develop erosion control details and narratives, prepare right of way plans, complete structure designs include type, size and location reports, final structure plans, core boring layouts and foundation designs and reports, hydrologic and hydraulic studies and reports, any type of NBIS inspection work/analysis, drainage design, prepare environmental and waterway permits, develop traffic control plans with narratives, conduct soils investigations and prepare soil reports, investigate utility involvement on the projects, document engineering study findings and activities, perform alternative analysis to assess and mitigate impacts, perform subsurface utility investigations, prepare construction plans, specifications, and estimates, supply engineering services during construction, field survey and soil borings will be performed/provided by the Department. The initial NBIS inspection will NOT be performed under this agreement. These engineering services identified are the general work activities that will be expected under this Project Specific Agreement. The areas of environmental study which may be required under the Agreement include, but are not limited to: air quality, noise energy vibration, hazardous waste, surface water and ground water quality, surface water and ground water hydrology, terrestrial ecology including threatened and endangered species, wetlands, soils, geology, farmlands, visual, quality socioeconomic resources, cultural resources, Section 4(f) Evaluations, early coordination and scoping correspondence meetings, minutes, public meeting and hearing presentations, visualization materials, handouts, and displays, technical basis reports (TBR's), and/or technical files, NEPA environmental documents/preparation of Scoping Field View and environmental documents (ED or CEE) in the Expert System, Section 106 documents, mitigation plans and reports, wetland and floodplain findings, onsite wetland services during monitoring periods to address remediation requirements, and preliminary engineering plans, and remote sensing/mapping innovations. The format and content of all documents will be consistent with applicable State and Federal regulations, policies and guidelines. These environmental studies identified are the general work activities that may be expected under this Project Specific Agreement. All questions and answers are required to go through ECMS's "Questions and Responses" forum. The statement of interest, at a minimum, should indicate how the selected firm will accomplish the tasks outlined and provide the services as detailed. The anticipated duration of the agreement is 8 years. The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 12 % of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm.
