Demolition, site work and renovation of a mixed-use development in Zumbrota, Minnesota. Working plans call for the demolition of a swimming pool; for the renovation of a swimming pool; and for site work for a swimming pool.
As of December 2, 2025, the City of Zumbrota has formally rejected all bids received during the October 2025 bidding cycle. This decision was necessary as the received bids significantly exceeded the project budget. Furthermore, the consensus among contractors that the initial spring 2026 substantial completion deadline was far too aggressive, particularly with required winter construction. To address these challenges, the City will be implementing select specification and design changes alongside a revised, more feasible timeline. The Revised Re-Bid Timeline is as follows: Re-Bid Project: January-February 2026 Begin Construction: April 2026 Substantially Complete: April 2027 Final Completion: September 2027 GENERAL CONSTRUCTION - CONTRACT #3 This includes fence demolition, excavation, fill, site grading, fine grading, seeding, erosion control, site security fencing, chain link fencing, construction of a bathhouse with pool mechanical room, concrete work, water service, yard hydrants, site utilities, HVAC system, electrical, safety equipment, and miscellaneous Work. All Bidders will be required to provide Bid Security in the amount of five percent (5%) of the Bidder's Maximum bid amount shall accompany each bid as a guarantee that if the bid is accepted, the bidder shall execute and file the proposed contract and bonds within ten days after the award of the Contract. The bid amount is the total of the Base Bid with all selected Bid Alternates. Do not include deduct Bid Alternates and Unit Cost Adjustment Bid Alternates. Contractor shall carry Workmen's Compensation Insurance satisfactory to the Organization and shall also carry Public Liability Insurance in the same way. The successful bidder(s) shall furnish a corporate surety performance bond, payment bond, and maintenance bond in an amount equal to one hundred percent (100%) of the Contract price, said bonds to be issued by a responsible surety approved by the City. Said bonds shall guarantee the prompt payment of all materials and labor and save harmless the City from claims and damages of any kind caused by the operations of the Contractor. The Work in general for the Contracts shall commence by Date; and shall be Substantially Completed and ready for Owner occupancy. Contract #3 by May 28, 2026 and Completed by September 30, 2026. The City, at its sole discretion, reserves the right to reject any and all bids. Submit all questions about the bidding documents to the Engineer in writing to: 1. Duane Wepking, P.E. Discrepancies, ambiguities, and omissions will be clarified by written Addenda issued to all bidders of record and shall become part of the Contract. The Engineer and Owner shall not be responsible for oral instruction. Bidder of Record are those who obtain bidding documents from the office of the Engineer. C. Addendums shall not be issued later than four (4) days prior to the time set for opening of bids, except for substitutions request. Each prime bidder shall ascertain, prior to submitting their bid, that they have all Addenda issued and shall state receipt of same in their bid on the Information Sheet. Failure to do so could result in the rejection of their bid(s) as non-responsive
