Method of Bidding will be as follows: a) LUMP SUM PRICE CONTRACT including all preparation work; miscellaneous building renovations to accommodate treatment equipment; furnishing and installing a temporary package iron/manganese reduction/removal unit; rehabilitation of the existing dual media iron/manganese filter (TonkaWater Dualator VI) and the two (2) IEX ion-exchange softener units; decommissioning temporary treatment unit when no longer required; constructing isolated chemical room; new filter control panel and associated electrical components as required; restoration of areas disturbed; and other work necessary to provide complete Water Treatment Plant Improvements as described in the CONTRACT DOCUMENTS. The Engineer's Estimate for this Contract is $ 1,150,000. The Owner reserves the right to waive any informality or to reject any or all bids. Bids must be plainly marked on the exterior of the envelope " Water Treatment Plant Improvements". 1.3% of all contracts to MBE's and 1.0% of all contracts to WBE's. As a condition of receiving capitalization grantsfrom U.S. EPA for the Water Pollution Control Loan Fund (WPCLF) and the Water Supply Revolving Loan Account (WSRLA), the Ohio EPA negotiates "fair share" Disadvantaged Business Enterprises(DBE) objectives with U.S. EPA.
