The Hilton Head Island Airport (Airport) desires to engage a qualified, experienced Contractor to provide Comprehensive Janitorial Services for the facilities and equipment comprising the Airport. This service area will include the Terminal and multiple support areas located at/on the Airport Grounds as further outlined in this Request for Proposals (RFP). The quality and timely responsiveness of service sought under the RFP is of the highest importance to the Airport, its tenants, and customers. The Airport environment is quite different from other commercial environments. It is important for Proposers to understand the Airport operating environment presents unique challenges that do not exist in other commercial settings. Experience in providing first-class Janitorial Services in an environment of equal size and complexity to the Airport is imperative. The chosen Contractor shall provide all necessary supervision, administrative support, labor, tools, material, equipment, parts, and transportation required to perform comprehensive janitorial services 24 hours per day, 7 days per week and 365 days per year at the Airport. Various tasks provided for will include but are not limited to continual supervision of specified interior and exterior high traffic areas, cleaning, dusting, vacuuming, exceptional restroom care, sanitize, SARA, office and conference room care, digital displays and monitors, glass care, floors, trash disposal, automatic exit lane portals, and special projects. The Airport has mostly tile and carpeting with a few floor display areas of Terrazzo flooring. The chosen Contractor shall be fully responsible for its employees and any subcontractors that may be employed under this contract to include but not limited to supervision, staffing, training, and performance. The Airport does have one dedicated Employee that will be overseeing this contract and conducting independent inspections. The contract award shall be for a one (1) year period that may be renewed for four (4) additional one (1) year periods. With the number of passengers flowing through the airport, a First-Class Janitorial Service Company needs to continue to meet or exceed our cleaning needs. The Airport has a contract with a Janitorial Service company since 2021 which is ending in middle of Calendar Year 2026. All submittals (see Submission Requirements) received in response to this Request for Proposal will be rated by a Selection Committee, based upon the Evaluation Criteria contained within this RFP. If the best proposal respondent is clearly identified from the point summary, there will not be a need for oral presentations. If not, then an oral presentation from a minimum of the top two rated firms shall be required. This solicitation does not commit Beaufort County to award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles of goods or services. Pursuant to Title VI requirements, any entity that enters into a contract with Beaufort County including, but not limited to Prime Contractors, Subcontractors, Architects, Engineers, and Consultants, may not discriminate on the basis of race, color, national origin, age, sex, disability, religion, or language in their selection and retention of first-tier subcontractors, and first-tier subcontractors may not discriminate in their election and retention of second-tier subcontractors, including those who supply materials and/or lease equipment. Further, Contractors may not discriminate in their employment practices in connection with highway construction projects or other projects assisted by the U.S. Department of Transportation (USDOT) and/or the Federal Highway Administration (FHWA). The selected Contractor shall provide the Services, which are, the labor, supervision, materials, equipment, chemicals, and incidentals for complete janitorial services at the following locations on the Airport to include all public use areas, doorways, outside entrances and sweeping sidewalks, restrooms (including the SARA - Service Animal Relief Area), and Passenger Boarding Bridges. It is the intent of this Scope of Work to describe the janitorial services the selected Contractor shall provide. The selected Contractor shall comply with the detailed provisions herein and shall perform all the work provided for in this Scope of Services. The selected Contractor may also be requested to perform extra and incidental tasks. ERFORMANCE AND PAYMENT BONDS: (NOT Required for Professional Services) The successful Contractor shall furnish, within ten (10) days after written notice of acceptance of Request for PROPOSALS, Performance and Payment Bonds. Contractor shall provide and pay the cost of a both bonds. The Bonds shall be in the amount of one hundred percent (100%) the contract, issued by a Surety Company licensed in South Carolina with an "A" minimum rating of performance as stated in the most current publication of "Best's Key Rating Guide, Property Liability" which shall show a financial strength rating of at least five (5) times the Contract Price. The Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. BUSINESS LICENSE In accordance with the Beaufort County Business License Ordinance, 99-36, Article III, as enacted November 22, 1999, any business or individual generating income in the unincorporated area of Beaufort County is required to pay an annual license fee and obtain a business license. The ordinance referenced is available on the Beaufort County website at online or by calling the Business License Administrator at (843) 255-2270 for a list of schedules. Emergency Procedures Included in your proposal price shall be emergency cleanup, to include but not be limited to spills; blood and body fluids, as related to blood borne pathogens OSHA Standard 29-CRD 1 910-10-30, or any applicable OSHA requirements, complaints, and extraordinary clean up situations. There shall be a minimum of two persons certified to handle these situations available to respond to any emergency situation between the hours of 7:00 a.m. and 7:00 p.m., Monday through Friday. Guaranteed response item shall be within 30 minutes of notification; and offeror understands and agrees, that if awarded this contract, he/she shall pay $25 as liquidated damaged for every 30-minute period that he/she is in default of this requirement. All offerors must submit a copy of their exposure and infectious disease control plan with their proposal. Question Submission Deadline: October 20, 2025, 5:00pm. Event bid description: RFPs received after the time specified will not be considered. Due to the possibility of negotiation with all respondents, the identity of any respondents or the contents of any proposal shall not be public information until after the contract award is made; therefore, the public is not invited to the proposal closing. The County reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with all qualified firms, or to cancel in part or in its entirety this solicitation, if it is in the best interests of the County to do so.
