Bid bond in the amount of 5 percent of the bid is required for contracts exceeding $100,000. Certified check or bank draft payable to the Owner or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the bid bond. The project will be financed with assistance from the Hazard Mitigation Grant Program (HMGP) administered by the Texas Division of Emergency Management and is subject to federal and state laws and regulations. Contractors and subcontractors debarred, suspended, or excluded from participation in federal assistance programs may not participate. The Owner reserves the right to reject any or all bids or to waive informalities in the bidding. Bids may be held for up to 60 days from the date of bid opening for review and qualification purposes.
