As of November 24, 2025, project was awarded to Rock Canyon Construction, awarded amount is $2,203,069.62. The work consists of removing and replacing the existing intersection at White Sands Blvd - Fairgrounds Road with all new infrastructure, waterlines, electrical, and roadway, in accordance with the drawings, specifications, and other contract documents. The required licenses for various tasks are specified, including GF-9 or GF-98 for water main, GA-1, GA-3, or GA-98 for concrete sidewalk, GA-1, GA-3, or GA-98 for curb and gutter, GA-1 or GA-98 for asphalt paving and concrete paving, GA-4, GA-98, or GB-98 for striping, GA-5 or GA-98 for regulatory signage, and ES-1 or EE-98 for electrical work. All work must be performed by contractors and subcontractors with active licenses in good standing. Any portions of work outside the prime contractor's classification must be subcontracted to appropriately licensed entities. Bids must satisfy all licensing requirements. Bidders must review the project documents available on the City website or by emailed request. A mandatory pre-bid meeting will be held. Bidders are subject to a 10% bid evaluation criterion for area businesses. Each bid must be accompanied by bid security of not less than 5% of the total bid amount. The successful bidder must furnish a performance bond and payment bond, each equal to 100% of the bid amount. No bids may be withdrawn after the scheduled closing time, and bids remain valid for 60 days. The City reserves the right to reject any and all bids and waive technicalities and formalities. Bidders must observe conditions of employment and pay minimum wage rates as required under the contract.
