The Smith Switch Road improvements consist of the removal of one northbound through lane between Waxpool Road and the entrance to Ice Rink Plaza, repurposing the left through lane as a dedicated left turn lane, and widening the existing raised median island south of the entrance to Ice Rink Plaza. A new pedestrian crosswalk will be installed across Smith Switch Road at Hastings Drive. A raised median island on Smith Switch Road will be installed between the driveway serving Ice Rink Plaza and Hastings Drive. One lane on Hastings Drive will be removed approaching Smith Switch Road and the existing median island on Hastings Drive will be widened. New curb ramps will be installed at the southeast corner of the Smith Switch Road and Hastings Drive intersection and on west side of Smith Switch Road at the new crosswalk. Two marked crosswalks: one on Guilford Drive, and the other on Smith Switch Road will be installed where existing curb ramps are provided. A shared-use path along the east side of Smith Switch Road will be constructed between the W&OD Trail and Gloucester Parkway. The project is included in the County's 2025-2030 Capital Improvement Program (CIP). As of October 2, 2025, per owner, this STP project has been packaged with seven additional STP segments for a Design-Build solicitation. The RFQ for this closed last week and the County received proposals from two Design-Build teams that they are currently evaluating prior to posting an RFP. The current timeline is for the DB contract to be awarded in April 2026, with substantial completion in October 2028. Design of the bridging documents is ongoing and 30% documents will be provided to the proposers during the RFP process. They anticipate construction to begin in Spring 2027. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
