Initiating Organization: Bureau of Office Services Agreement Type: Project Specific 100% State Funded: Yes Services Requested: Design and Misc Services Part 1 Location Description State Route/Section Statewide / Part Name: Project Management and Design Review Support Project Description: The project management and design review team will perform owner- and constructability-focused reviews at each major design milestone for all delegated and capital projects administered by PennDOT. The team will prepare and refine project scopes and develop departmental cost estimates for preliminary design, final design, feasibility studies, and related efforts. The team will develop and maintain a comprehensive milestone tracking system, managing budgets and schedules to ensure timely PS&E submission through ECMS for contract management review and project close-out, and perform any additional tasks assigned by FMD. The consultants will provide environmental and archaeological support services, conduct structural assessments, review hydraulics and hydrology reports, evaluate stormwater management and erosion & sedimentation plans, perform geotechnical and foundation analyses, and check PS&E packages for compliance. The team may be called upon to deliver general architectural and engineering services on an as-needed basis. All consultant activities will be overseen by FMD staff to ensure adherence to Division standards. Consultants will not be permitted to review their own design deliverables. The Department will conduct regular performance evaluations of the consultant, issuing formal performance analyses on a recurring schedule and reviewing the results collaboratively with the consultant.
