The U.S. Bureau of Reclamation, Upper Colorado Basin Region, Four Corners Construction Office (FCCO), is issuing this pre-solicitation notice for a contemplated construction project titled: Navajo-Gallup Water Supply Project (NGWSP) Block 2-3 Horizontal Directional Drilling (HDD). This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations (FAR) with a set-aside for small business. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research it was determined that there were a sufficient number of qualified small businesses with sufficient bonding capacity to perform as the prime contractor on this project, and as such, it is anticipated to be a set-aside for small business. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: The Navajo-Gallup Water Supply Project (NGWSP) is a major infrastructure project that once constructed, will convey a reliable municipal and industrial water supply from the San Juan River to the eastern section of the Navajo Nation, southwestern portion of the Jicarilla Apache Nation, and the city of Gallup, New Mexico via about 280 miles of pipeline, several pumping plants, and two water treatment plants. The principal components of work for the Block 2-3 HDD include, but are not limited to, the following: A. Provide: 1. 1. HDD for 42-inch buried water transmission pipeline crossing: a. Reach 2 Nenahnezad Bluff: approximately 3,295-foot HDD bore length. 2. HDD for 36-inch buried water transmission pipeline crossings: a. Reach 2 Shumway Arroyo: approximately 2,000-foot HDD bore length. b. Reach 2 San Juan River: approximately 2,400-foot HDD bore length. c. Reach 3 Chaco River: approximately 2,080-foot HDD bore length. LOCATION OF THE WORK: Work is located on the Block 2-3 pipeline alignment, which begins south of the Frank Chee Willetto Reservoir approximately 17 miles east of Shiprock, New Mexico and terminates at the San Juan Lateral Water Treatment Plant approximately 6 miles east of intersection of U.S. Highway 491 and Navajo Route 36 in San Juan County. COMPETITION: Solicitation 140R4025R0027 is anticipated to be conducted as a small business set-aside. The project specifications and project location will be defined in the solicitation document. The solicitation will require a substantial bid guarantee of 20% of the proposed price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $30,000,000 and $60,000,000. The purpose of the draft solicitation is for comments only. When comments are received and incorporated, the solicitation will be posted requesting the submission of proposals. This project will use a best value process in accordance with Federal Acquisition Regulation (FAR) Part 15. Questions / comments are due no later than one week after the posting of the draft solicitation. The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a government contract award. If you had an active record in CCR, you have an active record in SAM. THIS IS NOT A REQUEST FOR PROPOSAL (SOLICITATION), AN INVITATION FOR BID (IFB), NOR IS IT A REQUEST FOR QUOTATION (RFQ). It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, bids, or quotes. No award will be made as a result of this Notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. This FedBizOps Notice is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement). The Current Solicitation Number 140r4025r0027 (a Fiscal Year 2025 Solicitation Number) Will Be Updated After October 1, 2025, to a Fiscal Year 2026 Solicitation Number. The Solicitation is Expected To Be Issued in Late October 2025. This is a Result of Government System Limitations. An Addendum Will Be Issued to This Presolicitation Notice With the New Solicitation Number. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
