Site work for a water / sewer project in Waimea, Hawaii. Completed plans call for site work for a water / sewer project.
Prospective Bidders and all interested parties interested in accessing the plans, specifications, terms and conditions, proposals, and addenda must be registered as a Public Purchase Vendor, Hawaii Region, and Hawaii County Agency. This project generally consists of: 1) the installation of improvements to the existing wastewater treatment plant (WWTP), replacement of back-up generator with integral fuel storage, and a new leach field or other discharge method for secondary WWTP tank; 2) demolition of existing trash enclosure and construction of a new, relocated trash enclosure; and 3) improvements to mitigate flood areas including retaining walls, surface gutter(s), French drains and dry wells, buried drain lines and associated improvements. The project requires all work to be sequenced, scheduled, and completed in such a manner as to minimize disruption to ongoing property operations, the quiet enjoyment of property tenants, existing WWTP plant operations, and coordinate effectively with other construction activities that may be ongoing simultaneously at the property, all in accordance with the plans and specifications. To be eligible to bid, the Bidder must possess a valid State of Hawai'i, General Engineering Contractor License "A" or General Building Contractor's License "B". See Special Notice to Bidders for additional licensing requirements. Bidders must have acted as the General Contractor for a completed or under construction wastewater project of similar wastewater treatment plant (WWTP) process facilities, major component/s with similar flows and capacity, or complexity (i.e., sequencing of work, structural, rehabilitation, functional testing, start-up and commissioning), and coordination of work. Confidential material shall be readily separable from the bid in order to facilitate public inspection of the nonconfidential portion of the bid. Prospective Bidders must file with the Director of Public Works their "Intent to Bid." The Prospective Bidder's Intent to Bid must be received by the Administration Office, Department of Public Works no later than 4:30 p.m., TEN (10) calendar days prior to the bid opening date. If the tenth day is on a Saturday, Sunday or State holiday, the Intent to Bid is due on the next working day following the due date. The Intent to Bid form is available at the Administration Office, Department of Public Works, Phone: (808) 961-8321 and for electronic download at the Public Purchase website online. This project is being supported, in whole or in part, by the Home Investment Partnership (HOME) Program and the Community Development Block Grant (CDBG) Program funds awarded to the County of Hawaii by the U.S. Department of the Housing and Urban Development (HUD). Prospective bidders and subrecipients must be registered under Federal System Award Management (SAM) and have a unique entity identifier (UEI) prior to submitting of bid and shall continue to be registered until time of award, during performance and through final payment of the contract, resulting from this solicitation. Bidders who do not have an active SAM registration at the time of submitting of bid will be a cause for rejection of bid. Bidders are required to adhere to the Special Provisions for Projects funded by the County of Hawai'i and Office of Community Planning and Development of the U.S. Department of Housing and Urban Development, as incorporated herein. Attention of the prospective bidder is particularly called to the requirement which will obligate the contractor and subcontractors to comply in all respects with the regulations, policies, guidelines and requirements as described in the Contract Documents including contract provisions regard Equal Opportunity, Non-discrimination in Employment, Small and Minority Firms, Woman Business Enterprise, Build America Buy America (BABA) Act, Local Firms, State Prevailing Wage Standards and Federal Davis Bacon Wage Standards. The original executed and notarized Standard Qualification Questionnaire for Offerors form "SQQO" must be received by the Administration Office, Department of Public Works, no less than FORTY-EIGHT (48) hours prior to the 2:00 p.m. bid opening so it may be evaluated and approved by the County of Hawai'i, Department of Public Works prior to bid opening. Please submit said form to allow for evaluation and approval by our office if such form had not been evaluated, approved and filed within the prior TWELVE (12) months, if there is any change in your previous responses as they relate to this project, or if additional information is requested. The SQQO form is available in hard copy at the Administration Office, Department of Public Works, Phone: (808) 961-8321 and for electronic download at the Public Purchase website online. Subcontractors and union representatives are invited, but not required to attend. The conference is to provide bidders/offerors with an opportunity to ask questions about the contractual requirements and all technical aspects of the project. The bid opening and pre-bid meeting(s) required for this project (if any, as set forth above) are scheduled at venues that are accessible to persons with disabilities. The Director of Public Works reserves the right to reject any or all bids and to waive any informalities.
