BACKGROUND 2.1 Guadalupe County (hereinafter referred to as OWNER) is seeking a highly qualified Construction Manager-atRisk (hereinafter referred to as CMAR) using the two-step process authorized by Section 2269, Subchapter F, of the Texas Local Government Code, and invitesthe submittal of responsesto this RFQ from qualified firms or teams interested in providing pre-construction and construction services for a remodel and expansion to the existing Animal Control Facility for Guadalupe County. The existing 3,200 sq ft facility will be renovated to accommodate the growth and future use of the operational Animal Control Services of Guadalupe County. It is anticipated that an estimated 8,000 sq ft of new support and kennel spaces be added to the existing facility to keep up with the growth of Guadalupe County. OWNER intends to retain a highly qualified, capable firm to act as the CMAR during the design and construction of the Project for a fixed Guaranteed Maximum Price (GMP). OWNER will give prime consideration to the CMAR respondent with significant, recent experience in the management of projects similar to the proposed PROJECT. This RFQ is the first step of a Two Step process. This First Step involves submittal of qualification-based material per the following information (RFQ). The Second Step may involve in-person interviews of shortlisted firms only and the OWNER reviewing fee information provided by each shortlisted RESPONDENT. A fee information form will be requested in Step Two when firms are shortlisted. Do not include any fee information in your submission for this RFQ. For this project the CMAR shall provide the following services: o PRE-CONSTRUCTION SERVICES: The selected firm will perform the following functions during the preconstruction phase of the project: o Cost estimating during all design stages o Budgeting o Scheduling for the pre-construction and construction phases of the project o Constructability and value engineering reviews to ensure current estimated construction cost is within project budget parameters o Participation in all programming and design phases project team meetings and formal design reviews o Subcontractor prequalification, solicitation, and bidding o Preparation of GMP estimate o Market surveys of material and labor o CONSTRUCTION SERVICES: The selected firm will perform the following functions duonstruction phase of the project: o Procure and furnish all materials, equipment, tools, services and labor required to complete all work shown or described in the Contract Documents o Conduct weekly, and special as needed, progress/coordination meetings with project team members on project site o Coordinate and manage work of all entities performing activities on the project site related to the Work required to construct the project o Maintain a safe work environment at all times at the project site o Prepare and submit monthly cost and schedule updates for Owner review
