The scope of work requires the selected contractor(s) to furnish all necessary permits, labor, equipment, materials, supervision, disposal, tools, insurance, services, and all related incidentals needed for on-call hazardous materials removal and related services at various Harford County Public Schools locations. Specific work includes, but is not limited to, removal of surface insulation, pipe insulation, asbestos-containing window glazing, and asbestos-containing floor tile, as well as mold remediation and lead paint abatement. Both emergency and routine services are to be performed per industry standards and/or manufacturer recommendations. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement; the estimated annual value is about $400,000, subject to need and Board approval. All work must minimize disruption to the school operation and be coordinated with the HCPS Environmental Compliance Coordinator, with final approvals by the HCPS Facilities Department. If deficiencies are found, the bidder must correct all problems at no additional cost, or another vendor may be contracted at the bidder's expense. HCPS may provide its own materials or equipment as necessary. Instructions to bidders require full understanding of the solicitation and submission of bids in electronic PDF format to the specified HCPS email. Bidders must include all required affidavits and certifications, show all business and contact information, and comply with detailed bid security, performance bond, and insurance requirements. Bidders must have at least five years of relevant experience, provide supporting licenses and certifications, and ensure all employees working on HCPS sites have appropriate training and documentation. Markups for materials, supplies, subcontractors, and equipment cannot exceed 20%. All pricing must be submitted on the required forms and all items on the bid form must be filled. Minority participation is encouraged. Bidders must respond to all requests for quotes (including "No Quote" responses); failure to respond may terminate bidder status. Multiple awards may be made with no guarantee of volume or dollar amount. Award is based on lowest responsive and responsible bid per evaluated hourly rates and markup, but HCPS may select based on both price and availability. Strict adherence to all stated requirements, codes, and applicable laws is mandatory. If omitted, incomplete, or non-compliant information or forms are submitted, bids may be rejected as non-responsive. Work must be completed as specified and within stipulated time frames. Any and all exceptions to requirements must be clearly labeled and included at time of bid.
