The Town of Stoughton is issuing a Request for Proposal for a Correlation Leak Detection Survey and OnCall Leak Detection Services. The survey will cover approximately 126 miles of the Town's water distribution system. The goal is to reduce un-accounted for water by pinpointing and reporting leaks in the water distribution system. On-Call Leak Detection Services will include pipe location and leak detection established by necessity from the Water and Sewer Superintendent or designee. The Town requires the contractor maintain a telephone call back service available to the Town on a Twenty-Four (24) hours per day basis, seven (7) days per week, 365 days a year for the duration ofthis contract. The contractor must be able to be on site within two (2) hours of notification for emergency services. Two contract award will be issued to two separate contractors for one-year with two (2) one (1) year renewals issued solely on the Town's recommendations. Two awards will be made to the most advantageous proposals based upon the Proposer's non-price and price proposals that are the subject of this RFP which are also within the budget pricing of the Town. The second contract award will be used for calls if ever the first contractor is not available. A review team will be made up of the Water and Sewer Superintendent, the Procurement Officer and Water and Sewer Department Superintendent or designee to review all submittals. The review committee will be assigned and make the recommendation to award. Furthermore, this is subject to reference checks and interviews, if necessary. Interviews if necessary will take place during the week of November 3rd, 2025. The decision to award to the most advantageous proposers is the decision of the Town Manager, who serves as the Chief Procurement Officer. The Town of Stoughton reserves the right to accept or reject any and all proposal when it is in the Towns best interest to do so.
