The scope of work consists generally of construction of a new Equalization Tank and Control Valve Vault, installation of influent and drain yard piping, and overflow piping to existing EQ tank, including miscellaneous electrical and instrumentation and controls. Each request for bidding documents must include company name, contact person, street address, phone number, email address, NC contractor's license information, and status as Prime bidder, Supplier, or Sub-Contractor. Bidders must show evidence of being licensed to perform the work as required by North Carolina General Statute, Chapter 87, and the Instruction to Bidders. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Bid Proposal Form. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. A bid security of 5% of the bid amount must accompany each bid. Bidders must identify participation of Minority and Woman-Owned Business Enterprises (MWBE) in the bid and how that participation will be achieved, with the City's goal of 15% MWBE participation for applicable contracts. The City reserves the right to waive any informality or to reject any or all bids. Question Deadline 10/22/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing only. Interpretations or clarifications considered necessary by Engineer, in response to such questions, will be issued by Addenda to all plan holders registered with the Issuing Office. Questions received less than 5 working days prior to the date for opening of Bids may not be answered.
