The facility will support the U.S. Department of Agriculture's mission and is expected to be completed within a short timeframe due to the urgent nature of the project. The facility will span approximately 500,000 square feet and is anticipated to produce 300 million flies per week. It must meet Biosafety Level (BSL) 2 and 3 and Arthropod Containment Level (ACL) 2 and 3 protocols, and include laboratory spaces with stringent environmental controls, insect rearing rooms, sterilization facilities, administrative and support areas, and associated site infrastructure. The estimated construction magnitude exceeds $500 million. USACE seeks firms with experience in large-scale design and construction projects over $500 million, laboratory/research facility construction with specialized environmental controls, and familiarity with USDA or NIH standards. Firms are encouraged to provide feedback on execution strategies, including stipends, phasing, supply chain risk mitigation, resourcing, vendor relationships, construction technologies, and challenges related to the active runway and location.
