The City of Bella Vista, Arkansas will accept sealed bids on: Construction of a 100 ft long soil nail wall to stabilize a slope failure along Oldham Road, approximately 150 feet east of the intersection with Tavistock Drive, Bella Vista, AR 72714. The project includes installing three rows of soil nails (5 ft x 5 ft spacing, 19-33 ft lengths), pinned mesh facing, tree removal, permits, utilities clearance, soil disposal, 6-week road closure/traffic control, and pavement repair. Bella Vista reserves the right to reject any or all bids or any part thereof and to accept the bid that is in the best interest of the City. Bid price must include all cost, freight, and any applicable taxes. Project Description: Construction of a soil nail wall to stabilize slope failure along Oldham Road. The proposed soil nail wall will have a linear length of approximately 100 feet, with three rows of soil nails spaced at 5 ft by 5 ft. Soil nail lengths range from 19 ft to 33 ft, with bonded lengths ranging from 9 ft to 10 ft. The wall facing will be a pinned mesh finish with non-woven geofabric. The project includes tree removal, permits, underground utilities clearance, soil spoil disposal, road closure, traffic control, and pavement repair. Construction is estimated to take 6 weeks. Bidders must attend a pre-application meeting with City Planning Staff prior to submission, as required for development-related projects. The Contractor shall furnish all labor, materials, equipment, and services necessary to complete the soil nail wall construction, including but not limited to: o Soil Nail Wall Construction: o Install a soil nail wall along a 100 ft linear length with three rows of soil nails, spaced 5 ft by 5 ft. o Soil nail lengths: 19 ft to 33 ft, with bonded lengths of 9 ft to 10 ft. o Facing: Pinned mesh finish with non-woven geofabric as per construction drawings. o Perform one soil nail load capacity verification and proof test per FHWA-NHI-14-007, as specified in the drawings. o Tree Removal and Disposal: o Remove and dispose of trees at the contractor's expense within a 100 ft by 15 ft area at the project site. o Obtain a Lot Clearing Burn Permit from the Bella Vista Fire Department if burning onsite. o Permits: o Secure all necessary permits, including building permits and any required right-of-way (ROW) permits for work within the City's ROW. Each utility company will mark lines in designated colors. o Verify utility locations with the Bella Vista POA Water Department (479-855-8000) and other relevant utility providers. o Soil Spoil Disposal: o Remove and dispose of excavated soil spoil in compliance with local and state regulations. o Provide documentation of disposal at City leased property at Tudor Drive and Chelsea Road, approximately 2 miles from the project site. o Road Closure and Traffic Control: o Implement road closure and traffic control measures for an estimated 6-week construction period. o Comply with the Manual on Uniform Traffic Control Devices (MUTCD) and AASHTO standards for traffic management. o Obtain necessary ROW permits for road closure from the City of Bella Vista. o Pavement Repair: o Perform pavement repair, primarily removing the existing pavement, remediating the settlement basin and repaving the roadway, in the affected area of Oldham Road. Repair area is about 60-feet in length and the full width (approximately 24-feet) of the roadway. New pavement section is shown on Exhibit 4 of the Design Details. o Ensure repairs meet City of Bella Vista standards and AASHTO guidelines for pavement maintenance
