The County of Hidalgo invites bids for the 2024 Hidalgo Water/Sewer Improvements (Water Well). A free digital copy of the drawings and technical specifications may be obtained at Fulcrum Consulting Services or by email request. Paper documents are available for a non-refundable deposit per set. Bidders must submit sealed bids with proper identification on the envelope or package, clearly showing the bidder's name and address on the upper left-hand corner and the bid number and description on the lower left-hand corner. Overnight mail must be labeled accordingly. Bid submissions must include one original and one USB containing all required bid documents, including all bonds. Question Deadline 10/16/2025 at 12:00 PM CT Bids must be received by the deadline at the provided mailing or physical address. Bid security in the amount of 5% of the largest bid total must accompany each bid. The surety must be acceptable and listed in U.S. Treasury Circular No. 570. All vendors, contractors, and professional service providers must have an active UEI number on SAM.gov and comply with federal requirements, submitting a Certificate Regarding Debarment before contract approval. Any contract over $250,000 must give preference to materials and products produced in the United States, adhering to Build America, Buy America regulations. Hidalgo County encourages participation from Section 3 businesses and Women and Minority Business Enterprises (WMBEs). Section 3 and WMBE contractors are strongly encouraged to submit bids. The County reserves the right to award the contract in the best interest of the County, as permitted by law, including making awards to multiple bidders or rejecting any or all submissions.
