As per the Owner project has been withdrawn. (1050-Ft) Bridge Deck Overlay (SN 056-0037) consists of replacing the expansion joints at both abutments, updating the guardrail, removing tree debris from the channel. If the proposal is accepted and the bidder is declared "not responsive," it is hereby agreed that the amount of the proposal guaranty will become the property of the State of Illinois and shall be considered as payment of damages due to the delay and other causes suffered by the State because of the failure to adhere to the procedures required. Otherwise, the bid bond will become void or the proposal guaranty check will be returned to the bidder. Contractors who desire to become prequalified or to renew their prequalification for this letting must file with the Department of Transportation, Bureau of Construction, Room 322, 2300 South Dirksen Parkway, Springfield, Illinois 62764, a Contractor's Statement of Experience and Financial Condition no later than 4:30 PM prevailing local time, October 17, 2025. A contractor will not be prequalified for this letting unless the statement is received before the time and day established. The Department reserves the right to reject any and all bids, to waive minor or immaterial irregularities, informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding a bid. ILDOT - 011 - Bridge Deck Overlay The project primarily consists of a bridge deck overlay. Additional project scope includes replacing the expansion joints at both abutments, updating the guardrail, removing tree debris from the channel, and any other work necessary to complete the project as shown on the plans and as described herein. This work shall consist of the satisfactory removal and disposal of debris from the waterway opening as shown on the plans. This work shall be performed according to Article 202.03 of the Standard Specifications for removal of unsuitable material and organic waste. Any photographs included in the plans are intended to show the existing condition upon which quantities were estimated. This work shall consist of furnishing, installing, maintaining, relocating for various states of construction, and eventually removing temporary informational signs. Included in this item may be ground mount, skid mount, truss mount, and bridge mount signs and overlay sign panels which cover portions of existing signs. This work shall consist of furnishing, installing, maintaining, and removing a temporary traffic signal installation as shown on the plans, including but not limited to temporary signal heads, EVP systems, interconnect, vehicle detectors, UPS, and signing. When temporary traffic signals will be operating within a traffic signal system, the equipment shall be compatible with the current operating requirements of the system. For integration into an advanced traffic management system (ATMS) such as Centracs, Tactics, or TransSuite, the controller shall have the latest version of approved NTCIP software installed. Only an approved controller vendor will be allowed to assemble a temporary traffic signal and railroad traffic signal cabinet. Traffic signal inspection and TURN-ON shall be according to the Traffic Signal General Requirements special provision. This work shall consist of developing and maintaining appropriate traffic signal timings for the specified intersection for the duration of the temporary signalized condition, as well as impact to existing traffic signal timings caused by detours or other temporary conditions. All timings and adjustments necessary for this work shall be performed by an approved consultant who has previous experience in optimizing traffic signal systems for District 1. The Contractor shall contact the Traffic Signal Engineer for a listing of approved consultants. This work shall be completed in accordance with Section 783 of the Standard Specifications. This work shall consist of removing the reflector unit from existing raised reflector pavement markers that will remain in place at the end of construction activities. Existing reflectors that conflict with revised traffic patterns shall be removed immediately to facilitate a change in lane assignment. If darkness or inclement weather prohibits the removal operations, such operation shall be resumed the next morning of when weather permits. This work shall be completed in accordance with Section 781 of the Standard Specifications for Road and Bridge Construction. This work shall consist of reinstallation of reflectors into the raised pavement marker castings upon completion of staging in which the markers were in conflict with temporary lane usage. This work shall consist of furnishing and operating automated flagger assistance devices (AFADs) as part of the work zone traffic control and protection for two-lane highways where two-way traffic is maintained over one lane of pavement in segments where no sideroads or entrances require deployment of additional flaggers. Use of these devices shall be at the option of the Contractor. This work shall consist of placing cement mortar along precast, prestressed concrete bridge deck beams as required for fairing out any unevenness between adjacent deck beams prior to placing of waterproofing membrane and surfacing."
