Furnishing all labor, materials, equipment and performing all work necessary and incidental to the grading and installation of concrete sidewalk, concrete curb ramps, asphalt multi-use path, monolithic concrete islands, pedestrian and traffic signals improvements, Signing and pavement markings, utilities relocation, pipe removal, tree removal, erosion and traffic control and setting up detour, and other pertinent items including seeding and restoration. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, the Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance, and the time specified in the Bid Form for the performance of the Contract.
