The Area of the Contract lies within Rouge National Urban Park, located at 7277 14th Ave, Markham, ON L6B 1A8, Canada. The project involves septic system replacement for RNUP in 2025. Documents may be obtained from the Government of Canada Website at: https://canadabuys.canada.ca/en/tender-opportunities The Septic System Installer undertaking the septic tank replacement activities must adhere to the requirements of the Ontario Building Code (OBC) part 8 and hold a valid Ontario Building Code (OBC) Part 8 Sewage System Installer license. Work of this Contract comprises installation of the septic tanks and leaching beds according to the REPLACEMENT SEPTIC SYSTEM DESIGN site plans drawn by Gemtec and approved by Parks Canada Agency. The following is a non-exhaustive general description of the scope of work. 4.1 Pre-Construction and Coordination 4.1.1 Conduct a Pre-Construction Meeting with PCA to review site access, schedule, scope, and other relevant details. Coordinate temporary sanitary service interruptions with PCA and affected tenants. 4.1.2 Notify PCA at least 48 hours in advance of required inspections. 4.1.3 Coordinate all utility locates (public and private). 4.1.4 Mobilize and demobilize all equipment, materials, and workforce. 4.2 Removal and Site Preparation 4.2.1 Pump and dispose of domestic sewage and septic sludge from the existing system as required, ensuring compliance with environmental and public safety standards. 4.2.2 Remove and dispose of existing septic tanks and associated components. 4.2.3 Disconnect existing gravity sewer line and reconnect to the new septic system. 4.3 Materials and Installation 4.3.1 Supply and install septic tanks and pump chambers as specified, including Boyd Bros concrete tanks or Ecoflo systems where required. 4.3.2 Install access risers on all tank openings, extending 100mm above finished grade with watertight, childproof lids. 4.3.3 Install effluent filters within outlet baffles of tanks, in accordance with OBC requirements. 4.3.4 Provide and install Goulds EP05 effluent pumps at all sites except for 5120 Sideline 30, where a Champion CPE4 Effluent Pump shall be installed. 4.3.5 Supply and install all piping materials, including PVC, ABS, poly pipe, fittings, distribution boxes, and geotextile cloth. 4.3.6 Install specialized components as specified (e.g., PolyLok Roto-Flow, Infiltrator EQ chambers, Simtech orifice shields). 4.3.7 Supply and install electrical components, including pump controls (demand or time dose), control panels, high water alarms, Cam-Loks, ball valves, and associated wiring. 4.4 Aggregate and Restoration 4.4.1 Supply and place aggregates (septic sand, filter sand, washed septic stone), as well as topsoil and grass seed, in quantities per site specifications. 4.4.2 Grade the tank and leaching bed areas in accordance with design. 4.4.3 Place a minimum of 100mm topsoil over leaching bed area. 4.4.4 Hydroseed the tank and leaching bed areas for site restoration. 4.5 Testing, Documentation, and Commissioning 4.5.1 Provide testing and commissioning of the entire system to ensure full operational readiness. 4.5.2 Supply weight bills and sieve analysis for filter media sand to demonstrate compliance with OBC specs. 4.5.3 Submit as-built sketches of each system during installation inspection. 4.5.4 Coordinate and complete Electrical Safety Authority (ESA) inspections, including all associated costs for corrective actions and re-inspections. Submit electronic copies of all ESA reports to PCA. 4.5.5 Provide all manufacturer's warranties and guarantees, listing Brookfield Global Integrated Solutions and the Government of Canada as beneficiaries. 4.6 Inspections 4.6.1 PCA will conduct the following three inspections. Work must not proceed to the next phase without approval: a) Subgrade Inspection b) Installation Inspection c) Final Inspection 4.7 Labour and Compliance 4.7.1 Provide all skilled labour required for excavation, installation, plumbing, electrical work, backfilling, and site restoration. 4.7.2 Ensure all work complies with applicable OBC requirements, and industry standards. 4.8 Erosion and Sediment Control (applicable to 7489 19th Markham, and 5120 sideline 30 Pickering) 4.8.1) Equipment should not traverse any watercourses. 4.8.2) An Erosion and Sediment Control Plan for the site that minimizes risk of sedimentation of watercourses during all phases of the project should be developed. Erosion and sediment control measures should be maintained until all disturbed ground has been permanently stabilized and surface water run-off is clear. Erosion and sediment controls may be inspected by the Environmental Surveillance officer 4.8.3) Exposed soils along the project site should be stabilized as quickly as possible with fast germinating cover crop seed following construction to prevent erosion. 4.8.4) All dewatering should be treated and released to the environment at least 30 meters from a watercourse and allowed to drain through a well-vegetated area for filtration. No dewatering effluent should be sent directly to any watercourse, wetland, or forest, or allowed to drain onto disturbed soils within the work area to avoid releasing sediment-laden water directly into the environment. 4.8.5) Remove temporary erosion and sediment control products, especially non-biodegradable materials, when they are no longer required.
