Pre-Bond Services will include collaboration with the Board of Education to develop a comprehensive and informed plan in support of a successful bond referendum. These services are intended to help define project priorities, funding needs, facility assessments, preliminary design concepts, and cost estimates. The selected firm will be required to collaborate and coordinate closely with the District’s facilities planning consultant, Hoar Program Management, LLC (HPM), including participating in joint meetings, contributing data and analysis, aligning on project priorities, and supporting the overall planning strategy. The Architect’s role will be to complement HPM’s planning efforts by providing architectural expertise, facility condition assessments, cost estimating, and technical input related to proposed bond projects. Project programming will be performed collaboratively by the Owner, the Architect and its consultants. The West Virginia School Building Authority (SBA) will be consulted on all projects receiving SBA funding. The scope of services may be modified, as required, to comply with SBA policy requirements, which may result in amendments to the basic services agreement between the Owner and Architect. All services shall be performed by qualified professionals in collaboration with the County administrative staff and the SBA. All design and construction documents produced during this engagement shall become the property of the Berkeley County Board of Education for its use as needed. Qualified firms are to submit a hard copy Statement of Qualifications to the Purchasing Department, Berkeley County Schools, and clearly mark the envelope as described in the requirements. A selection team will evaluate submissions, conduct discussions with at least three of the most highly qualified firms, and rank them in order of preference for approval.
