This is a request for statement of qualifications to prequalify interested contractors and onboard them to the current pool of contractors to provide utility rehabilitation and construction services on an as-needed basis. The work includes: (1) water, wastewater, and reclaimed water facilities; (2) water, wastewater, and reclaimed water pipelines; (3) manhole/gravity sewer/lateral rehabilitation; (4) horizontal directional drilling (HDD) and connections; and (5) industrial electrical installation and repair. Responses must be submitted electronically through the specified portal. No other submission methods will be accepted. The City’s Budget and Procurement Office is the main point of contact. Bidders must not contact any city staff, council members, or the city manager regarding the solicitation prior to its formal presentation and vote. Any questions about the solicitation documents must be submitted in writing through the portal at least seven calendar days before the due date. If revisions to solicitation documents become necessary, addenda will be posted on the portal. Bidders must sign, date, and return all addenda with their submissions. All submittals will be evaluated by city staff according to criteria in the solicitation documents. The city reserves the right to reject all submittals, waive formalities, solicit and re-advertise for new bids/proposals, or abandon the project entirely.
