The Harlingen Consolidated Independent School District (hereafter HCISD) invites your proposals for furnishing the equipment, supplies, and/or service as set forth in this request for competitive sealed proposals (CSP). The District utilizes an electronic format for bid preparation and submission. Proposers may access information including instructions, bid information, and submission procedures via our District's website. Vendor must first complete the registration process to submit an electronic bid. All terms and conditions as well as timelines apply to the electronic submission process. Information requested in the specifications may attached to the electronic submission or may be submitted via common carrier but must be received by the due date and time as set forth in the specifications. Proposals may be withdrawn at any time prior to the due date and time. If by hard copy submission the Proposer guaranteeing authenticity must initial alterations made before opening time. After the official due time, proposals may not be amended, altered, or withdrawn. The undersigned agrees, if their proposal is accepted, to furnish any and all items upon the terms and conditions contained in the specifications. If the proposer fails to fulfill any and all contractual obligations resulting from their proposal submittal, then the Uniform Commercial Code shall govern. Vendors are requested to hold proposal offers firm for period of ninety-(90) days from the due date for acceptance. Should vendors specify a different time period; consideration for overall acceptance will be evaluated based on any and all factors, to ensure the interest to HCISD, and fairness to all respondents. The District reserves the right within the "Proposal Process" to negotiate a "best and final offer" with any one or all proposers as necessary. Please note the attached terms, conditions, or specifications to this solicitation. All proposals must be submitted in the HCISD format provided, and in accordance with specifications and descriptions on the proposal sheets. Proposals may be submitted on any or all items, unless stated otherwise. The district reserves the right to accept or reject in part or in whole any and all proposals submitted, to waive any technicality, and to award the proposal to the most responsible offer submitted. Event bid description: The "opening Date" at Which Time Proposals Will Be Accepted. Late Proposals Will Be Returned to the Proposer Unopened. Please Mark Front Side of Sealed Envelope With Proposal Number and Opening Date and Time as Indicated. The District reserves the right to request clarification(s) and or to negotiate any matter with one or all respondents. Harlingen CISD reserves the right to apply any and all criteria or procedures necessary in the evaluation process including, but not limited to, requesting samples or on-site demonstrations of any and all products submitted. Expenses incurred for said samples and/or demonstrations will be at no cost to the District.
