The project is expected to be awarded on NOVEMBER 12, 2025.** Question Deadline 10/24/2025 protests must be submitted in writing within two (2) business days following bid opening to the Purchasing Manager at Priscilla.Mason@clark.wa.gov . Throughout these specifications, Parks will refer to the Clark County Public Works Parks and Nature Division. Any necessary permits are the responsibility of the awarded contractor. The plans are attached and labeled Exhibit A 1. Work Site a. The work site is located at: Felida Community Park 3798 NW 122nd Street Vancouver WA 98685 b. Clark County Parks will have a representative on site periodically to coordinate with the contractor to ensure safe work practices and proper execution of the contracted work. c. The Contractor shall, during the course of the work, isolate the work site from the public by means of cones, barriers, temporary fencing and other methods as necessary. d. The Contractor shall setup tree protection prior to starting work. a. Prepare Site and construct engineered batting cage system, fencing and concrete pad for a cricket practice pitch, along with concrete path to existing trails, approximately 70' b. Coordinate relocation of any irrigation infrastructure with Clark County. c. Clear and grub site as necessary to removal all organic material and haul away. d. Grade site as necessary to ensure proper drainage. e. Haul away excess material anticipated at approximately 50 cubic yards. f. Compact subgrade for concrete flatwork at 95% of standard proctor. g. Place 4" of 3/4 " - gravel base course and compact to 95% of standard proctor. Concrete Cricket Pitch a. Concrete cricket pitch shall be 4" thick. b. Place #4 rebar, 12" O.C.E.W. Ensure rebar is 3" clear of the concrete edge. c. Concrete shall be 3500psi concrete with smooth trowel finish. Tool joints shall be saw cut between 12 and 18 hours from time of trowel finish. Saw cuts shall be marked and approved by Parks prior to cutting. d. No concrete shall be poured prior to form and compaction approval by Parks. Concrete Walkway a. Concrete flatwork shall be 4" thick. b. Place #4 rebar, 12" O.C.E.W. Ensure rebar is 3" clear of the concrete edge. c. Concrete for walkway shall be 3500psi concrete with a light broom finish. Tool joints shall be saw cut between 12 and 18 hours from time of broom finish. Saw cuts shall be marked and approved by Parks prior to cutting. No concrete shall be poured prior to form and compaction approval by Parks. Artificial Turf a. Furnish Traffic Master or approved equal artificial grass turf cut to length and install per manufacturer's recommendation. b. Artificial turf shall be constructed of a UV resistant polypropylene material. c. Turf shall be adhered to concrete per manufacturer's instructions. Contractor shall provide submittals for Parks approval prior to installing artificial turf. Batting Cage System a. Furnish and install 16'h x 10'w x100'l Mastodon Engineered Batting Cage System or approved equal. Rail and Brace Ends - Pressed steel, cast iron or cast aluminum alloy, cupshaped to receive rail and brace ends. o Tension Bars - Steel strip, 5/8" wide x 3/16" thick. o Tension Bands - Pressed steel, 14-gauge thickness x 3/4 " wide. o Brace Bands - Pressed steel, 12-gauge thickness x 3/4 " wide. o Tuss Rods - Steel rod, 3/8" diameter merchant quality with turnbuckle (take up). o Gates o Hinges: Bulldog style o Latch: Contractor shall provide shop drawings of mechanical keypad lock/latch similar to Lockey model 2900 for County approval. Fabric o Fabric shall be 9 gauge wire in a 2" diamond mesh. Top and bottom selvages shall be knuckled o Fabric shall be finished in a black vinyl coating o Paint is prohibited o Tie Wires: Steel wire, 11-gauge, with a minimum zinc coating of 0.80 ounces per square foot of wire surface. Aluminum shall not be permitted. o Hog Rings: Steel wire, 11-gauge, with a minimum zinc coating of 0.80 ounces per square foot of wire surface. Aluminum shall not be permitted. o Contractor shall provide engineered drawings for fencing and obtain required permits For questions regarding this project, contact Michael Chau with Public Woks Parks and Nature division at Michael.Chau@clark.wa.gov Felida Community Park Practice Cricket Pitch. In accordance with washington state code, all public work submittal to the county by interested bidders shall be accompanied by a 5% bid bond, in the form of a surety bond, postal money order, cashier's check, or certified check, in an amount equal to five percent (5%) of the amount of the bid proposed. Public work is defined as "All work, construction, alteration, repair, or improvement other than ordinary maintenance. A 100% performance bond and payment bond_shall be additionally required of a successful bidder of any public work. Should a successful bidder fail to furnish this bond within ten (10) days after notice of bid award, exclusive of the date of notice, his five percent (5%) bid bond shall be forfeited to the county, and the contract shall be awarded to the next lowest and best bidder. Within ten (10) days after the notice of bid award, the successful bidder and the county shall fully execute all necessary contractual documents. Clark county shall reserve the right to reject any or all bids, or items bid.
