HVAC maintenance services for the Garland and Bonham VA Medical Centers include filter replacement, inspection, preventative maintenance, corrective and emergency repairs, and service calls. The contractor must ensure all HVAC and air handler systems operate safely and efficiently in compliance with ASHRAE standards and Texas Commission on Environmental Quality (TCEQ) regulations. Services are scheduled quarterly, semi-annually, and annually, with detailed tasking sheets provided for each equipment unit. Emergency service calls require a one-hour phone response and a two-hour onsite response, available 24/7. Routine corrective repairs must restore equipment to full service within 48 hours of arrival, unless extended by the Contracting Officer Representative (COR). Technicians must be certified and have a minimum of four years of experience. Required certifications include EPA Section 608, NATE, HVAC licenses, and electrical qualifications. A full-time onsite Project Coordinator is required to manage all aspects of the contract, including scheduling, documentation, and coordination with service providers and subcontractors. Preventative maintenance includes labor, travel, tools, parts procurement, and equipment such as cranes and scaffolding. Maintenance tasks involve cleaning, lubricating, inspecting, testing, and replacing components to ensure optimal performance and longevity of HVAC systems. Corrective and emergency repairs must be pre-approved by the Government CO/COR and are billed from a pre-estimated fund. Repairs may be conducted onsite or offsite at no additional cost to the VA. Contractors must follow OSHA Lock Out Tag Out (LOTO) procedures and provide certified OEM replacement parts. Maintenance logs documenting all activities must be submitted to the VA within three working days of task completion.
